I believe the first step in stage one Sydney to Melbourne would be for a lottery for the Parrahub building with two units won daily to purchase the site so there is no push back when excavation starts allowing the 14m TBM to start Sydney passing stops at Parrahub and Campbelltown.

With only 1 cm clearance it will fail over time like the airport maglev.
Unless they do it like the Japanese SC maglev, which I think they are trying to do, it may be easier to just buy the proven technology off them.
