Governor Requests Disclosure of Linear Central Shinkansen Construction Progress

Governor Kawakatsu has written to JR Tokai demanding disclosure of the progress of the construction of the Linear Central Shinkansen, which Shizuoka Prefecture has not approved the start of construction, saying that it is necessary to provide local residents with correct information and gain their understanding before proceeding.

While Shizuoka Prefecture has refused to allow construction of the Linear Shinkansen line to begin in the prefecture due to concerns about the impact of the line on the Oi River, the prefecture joined the "Construction Promotion Alliance" formed by prefectures along the line in July this year to promote the opening of the line between Shinagawa and Nagoya in 2027, and Governor Kawakatsu has been active in this movement by visiting construction sites in Kanagawa, Yamanashi, and other prefectures. Governor Kawakatsu has been active in this movement, including visits to construction sites in Kanagawa and Yamanashi prefectures.

Against this backdrop, Governor Kawakatsu issued a letter dated November 25 requesting JR Tokai to disclose the progress of construction in neighboring municipalities.

The document states, "In order to realize the Linear Shinkansen Line as soon as possible, it is necessary to provide local residents with correct information on the disposal of overburden soil generated by the construction work and measures to prevent water shortage while obtaining their understanding.

The document goes on to say that "the progress of projects in each prefecture is very informative," and calls for disclosure of the progress rate of construction, the rate of land acquisition, and the details of efforts to address issues at facilities in other municipalities that are being developed, such as the Kanto rail yard in Kanagawa Prefecture, where the governor pointed out delays in acquiring a site.

They have also written to the Ministry of Land, Infrastructure, Transport and Tourism with the same content, requesting guidance from JR Tokai.

Where they say the letter demanded information it reminded me of the American democracy that had so many problems trying to please everybody the French HSR builders in California decide to go home.

I believe there is a balance between peoples rights and the common good.

Just ask the Chinese who have far more experience in tunnels how to drive it.

[JP] The Shizuoka Water & Maglev Tunnel Problem

Unread post by Miss Maglev »

On November 11, members of Shizuoka Prefecture's expert committee exchanged opinions with the mayors of 10 cities and towns in the watershed concerning the reduction in the flow of the Oi River due to the construction of tunnels for the Shizuoka section of the Linear Central Shinkansen Line. The committee members stated that the preconstruction boring study that JR Tokai is willing to conduct "is not necessary at this time," while the leaders of the 10 cities and towns in the watershed expressed their opinion that the study is worthwhile because it will help alleviate the concerns of local residents.

Four members of the subcommittee were present for the exchange of opinions. Yuichi Morishita, visiting professor of geology at Shizuoka University and chairman of the subcommittee, pointed out the concern that spring water could flow out of the prefecture during the investigation stage and explained that the feasibility of the Tashiro Dam (Shizuoka City) intake control plan proposed by JR Tokai as a measure to reduce water flow must first be discussed.

リニア新幹線トンネル工事 国の有識者会議が今後の論点示す
Linear Shinkansen Tunnel Construction: National Expert Panel Discusses Future Issues

A meeting of national experts to discuss environmental conservation in Shizuoka Prefecture in connection with the construction of the Linear Central Shinkansen tunnel has been held, and it was indicated that future issues to be discussed include analysis of the impact on stream organisms and alpine plants in the Southern Alps and the impact on organisms at the remaining soil dump site.

The JR Tokai Corporation is aiming to open the Linear Central Shinkansen in 2027, but Shizuoka Prefecture has not allowed construction to begin in the prefecture, citing the impact on the ecosystem of the Southern Alps.
The sixth meeting of experts established by the Ministry of Land, Infrastructure, Transport and Tourism was held in Tokyo on March 20, and based on previous discussions and hearings from related parties, the future issues were summarized.
According to the report, it was indicated that when changes occur in the groundwater level due to the tunnel construction, the flow rate of each stream and the habitat of the organisms inhabiting the streams and alpine plants in the Southern Alps should be analyzed to confirm the impact on the streams and alpine plants, and that the pathways by which moisture is supplied to the plants should be analyzed by observing changes in soil moisture for alpine plants.
It was also indicated that the impact of the construction work on plants at the overburden dump site would be analyzed.
They will ask JR Tokai to disclose data on these issues and discuss measures to avoid or reduce the impact at the locations where the impact will occur.
After the meeting, Takashi Mori, Vice Governor of Shizuoka Prefecture, said, "The issues presented today have not yet been fully discussed, and we cannot judge whether they are sufficient or insufficient. We will report the results to the prefectural government's technical committee and consider whether or not they include what the prefecture is seeking.

JR Tokai has released an animated video on its website to introduce measures to return tunnel spring water to the Oigawa River in connection with the Oigawa River water problem caused by the Linear Central Shinkansen construction project. However, the animation does not mention anything about the spring water flowing out of the prefecture, which is still under discussion by an expert committee of the Shizuoka Prefecture Expert Council, and the prefecture has expressed concern that the content is misleading.

The video is titled "Overview of the Southern Alps Tunnel (in Shizuoka Prefecture) and how to return water gushing into the tunnel to the Oigawa River" and is approximately 3 minutes long. The video shows a three-dimensional image of the measures to return spring water from the advanced and main tunnels in the Shizuoka construction area to the Oigawa River through the conduit tunnel, and states, "Water from the tunnel will be returned to the upper reaches of the Oigawa River during and after construction, so that the amount of water flowing in the middle and lower reaches of the river will not decrease.
A prefectural official pointed out that "there is spring water that will flow out of the prefecture during construction, and we are in the middle of discussions over how to handle it, but no explanation has been given," and he viewed this as problematic because it "gives the impression that the problem has already been solved.
The company's Shizuoka Public Relations Office stated, "We created the video to show the measures in an easy-to-understand manner and to deepen understanding.

リニア静岡工区の環境保全巡り本格議論を開始、国の有識者会議が論点整理
Full-Scale Discussion Begins on Environmental Preservation in Shizuoka Linear Zone, Japan's Expert Panel Discusses Issues

The Ministry of Land, Infrastructure, Transport and Tourism's panel of experts to study the environmental impact of the Shizuoka section of the Linear Shinkansen's Southern Alps Tunnel (Chairperson: Futoshi Nakamura, Professor at Hokkaido University) has begun full-scale discussions focusing on the flora and fauna of the high mountain areas, tunnel spring water, excavated soil storage areas, etc.

At a meeting held on December 20, 2022, the panel members approved a draft discussion point compiled by the MLIT, the secretariat. At a meeting held on December 20, 2022, the committee members approved a draft of discussion points compiled by the Ministry of Land, Infrastructure, Transport and Tourism, the secretariat of the project. With the Shinagawa-Nagoya section of the line not expected to open in 2015, discussions will be hurried toward an early start of full-scale construction.

In the Shizuoka section, the Ministry of Land, Infrastructure, Transport and Tourism established an expert panel in 2022 after Shizuoka Prefecture and JR Tokai could not come to an agreement on the impact on the Oigawa River of excavating a mountain tunnel that straddles Yamanashi, Shizuoka, and Nagano prefectures. The expert panel released an interim report summarizing the results of its analysis of the Oigawa River and groundwater flow. It concluded that the flow rate in the middle and lower reaches of the Oigawa River could be maintained if measures were taken, such as returning tunnel spring water to the Oigawa River.

Therefore, since June 2022, the expert panel has conducted hearings with local governments and landowners in the basin, as well as site inspections. The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has summarized three issues for future discussion: the impact on aquatic life, the impact on alpine plants, and the impact on the surrounding environment due to disposal of excavated soil and discharge of tunnel spring water, and presented them at the December 20, 2022 meeting. Although committee members suggested revisions to the specific details of each point, it was agreed to proceed with discussions centered on the three points.

The Ministry will compile analysis and evaluation methods for each point of contention, and establish specific measures and management targets for avoiding or reducing environmental impact. For example, for aquatic organisms and alpine plants, the local geology and groundwater will be investigated by manual drilling and electrical prospecting, and the extent to which groundwater near the surface, spring water, and pond water are affected by fluctuations in groundwater levels and rainfall, respectively, will be verified. Since it is difficult to comprehensively examine plants, animals, and their distribution areas, representative sites will be selected to simulate the magnitude of impact.

In addition, the meeting will also clarify management methods during construction and compensatory measures in the event of an impact. Shizuoka Prefecture, which will participate in the project as an observer, plans to hold a meeting of the prefectural expert committee on biodiversity in January 2023 to closely examine the contents of the December 20 meeting.[/i]

[JP] The national expert panel on the Linear Central Shinkansen tunnel construction

Unread post by latestnews »

Following the presentation of the future issues to be discussed by a national expert panel on the Linear Central Shinkansen tunnel construction project, an exchange of opinions was held at the prefectural government's expert panel to discuss environmental conservation in the prefecture.

In December, an expert panel established by the Ministry of Land, Infrastructure, Transport, and Tourism presented future issues to be discussed regarding the Linear Central Shinkansen Line, which JR Tokai plans to open in 2027, including an analysis of stream flow and habitat conditions of inhabiting organisms.

In response, the prefectural government's expert committee held an exchange of opinions. A committee member commented on the stream survey, saying, "Analyzing the stream is very time-consuming. On the other hand, another committee member commented that the proposal made at the experts' meeting to survey only a portion of the streams by categorizing streams with similar characteristics, rather than all of them, was insufficient because the organisms in each stream differ depending on the amount of rocks and gravel, etc. Another member of the committee expressed a negative opinion, saying, "It may not be sufficient because the organisms differ from stream to stream depending on the amount of rocks and gravel.
Other comments included, "The basic premise is to show avoidance or mitigation of impacts, but we need to discuss what we would do if there were impacts.

The prefectural government will compile a document requesting the experts' meeting based on the opinions of the committee members.
Vice Governor Takashi Mori said, "We have a common understanding of the contents of the experts' meeting. We would like to present the contents that the prefecture is seeking at the experts' meeting.

リニア大井川水問題 JRの十分な説明なく 田代ダム案、議論加速を【解説・主張しずおか】
Linear Oigawa River water problem without sufficient explanation by JR: Tashiro Dam proposal, debate must be accelerated

Info by Political Affairs Department, Mr. Takaya Ohara

The JR Tokai's April 2022 proposal to reduce the intake of water from the Tashiro Dam as a measure to reduce the Oigawa River's water level in conjunction with the construction of the Linear Central Shinkansen tunnel has gone over the years without any progress in the discussions. In the discussions held so far by the Shizuoka Prefecture Expert Committee, JR Tokai has not provided sufficient explanation as to whether the proposal is feasible even during the drought season in winter. This is a core topic that will determine whether linear construction and water resource protection can be compatible, and those involved should accelerate discussions to obtain a successful proposal.

JR Tokai explained at the technical committee meeting last December that even with the highest projected outflow out of the prefecture (0.68 tons per second), the proposal would be approved because it would be possible to control water withdrawal by the same amount as the outflow during the winter drought season. However, JR's calculations did not gain the understanding of the committee members because it was unclear whether the minimum amount of water withdrawal required by TEPCO, which manages the dam, was taken into account in order to maintain the power generation facilities.

According to data obtained by the Shizuoka Shimbun through an information disclosure request to the Ministry of Land, Infrastructure, Transport and Tourism, in 2005, when the annual precipitation at the Igawa point was the lowest in the past 10 years, the water intake at the Tashiro Dam was the lowest in March and April, with the daily average intake between March 20 and April 6 at 1.52-1.08 tons per second. Even taking into account the decrease in river flow caused by the tunnel excavation, the proposal is theoretically valid as long as more than 1.05 tons per second of water is being withdrawn.

However, whether TEPCO would approve a situation in which the amount of water taken in would be infinitely less is another matter. A member of the technical committee also pointed out, "In what form will TEPCO's assurance of cooperation be presented? TEPCO has indicated in previous interviews that they will begin concrete discussions after JR Tokai obtains the approval of the parties concerned, and that they will not negotiate directly with the prefecture or other parties.

The only way is for JR to enter into talks with TEPCO after obtaining the agreement of the "Oigawa Water Utilization Related Council," which consists of water users' groups and cities and towns in the basin, and other parties.
It is reasonable for the basin to hope that the Tashiro Dam will continue to control water intake after the linear construction, saying, "If there is water that can be returned, we want it permanently returned," but if the issue of water rights is entered into, there is a possibility that TEPCO will hesitate to cooperate with the Tashiro Dam proposal. The Tashiro Dam proposal is a measure limited to the construction period, and should be separated from the discussion of water rights.

JR suddenly announced last October that it would conduct high-speed long advanced boring from Yamanashi across the border with Shizuoka Prefecture, and the prefectural government and the technical committee are opposed to the idea. If they dare to do so, it could spoil the discussion of the Tashiro Dam proposal, and they should exercise restraint now.

リニア新幹線 川勝知事 岸田首相に調査の内容など要望の手紙
Linear Shinkansen: Governor Kawakatsu: Letter to Prime Minister Kishida Requesting Details of Study

Regarding the Linear Central Shinkansen, Prime Minister Kishida has announced that he plans to compile the results of a study by the end of this summer on how to increase the frequency of stops on the Tokaido Shinkansen in Shizuoka Prefecture after the opening of the Linear Shinkansen.

At the New Year's press conference, Prime Minister Kishida announced his intention to compile by summer the results of a study on how much the frequency of stops of the Tokaido Shinkansen can be increased at stations in Shizuoka Prefecture after the opening of the Linear Central Shinkansen Line.
Governor Kawakatsu announced at the regular press conference on March 24 that prefectural officials sent a letter to Prime Minister Kishida's office on the morning of March 24, requesting information necessary to inform Shizuoka Prefecture of the study.

In the letter, the governor requests that information be presented on the benefits to the prefecture, such as the number of "Hikari" and "Kodama" trains on the Tokaido Shinkansen and the number of stops at stations in the prefecture, as well as information on the difference in fare between the "Linear" and "Nozomi" trains during the opening phase of the Shinagawa-Nagoya line.

[Note: Situation in context explianed here: https://www.researchgate.net/publicatio ... aglev_Line ]

They also request an explanation of the impact of social changes on the project, claiming that social conditions such as a declining population, soaring energy prices, and a decrease in human flow due to online penetration will have a severe impact on the Linear project.

Meanwhile, when asked if he intends to discuss directly with Prime Minister Kishida, he stated that he would definitely like to have direct discussions with him if he is invited.

In response to Prime Minister Fumio Kishida's plan to conduct a survey on increasing the number of stops of the Tokaido Shinkansen in Shizuoka Prefecture after the opening of the Linear Central Shinkansen, Governor Heita Kawakatsu sent a letter to the Prime Minister on January 24 requesting that the impact of the opening of the Shinagawa-Nagoya line and the Shinagawa-Osaka line be studied separately. The letter is four pages in A4 size and is addressed to the Prime Minister of Japan.

The letter is four pages in A4 size. The Tokyo Prefectural Office delivered the letter to Prime Minister Kishida's office on the same day. The letter requested an explanation of the results of the survey on six items, including the difference in fares between the linear and Shinkansen lines, the number of trains per hour, and the number of stops at stations in the prefecture, after separating the sections where the line will open.

He also pointed out that the acquisition of land for the Kanto rail yard has not been completed and that the construction of several substation facilities has not yet begun, as "there are matters that are making the partial opening in 2007 difficult.

He also pointed out that the acquisition of the site for the Kanto rail yard has not been completed and that the construction of several substation facilities has not yet been started.

Governor Kawakatsu's "Theater" Playing with the Linear Project: "Red Light" in Shizuoka: No Construction Started and Line to Open in 9 Years
January 27, 2023 07:00

The construction of the Linear Central Shinkansen Line is at the mercy of one governor. Heita Kawakatsu, governor of Shizuoka Prefecture, who is concerned about the environmental impact of the project, has refused to allow construction of the construction zone in the prefecture to begin, putting a "red light" on JR Tokai's plan to open the line between Tokyo and Nagoya in 2027. Not only JR Tokai, but also the national government and local governments along the JR Tokai line are struggling to respond to the changing issues and provocative statements. The local community has begun to "disassociate itself from the governor," and the national government has begun to get more involved in an effort to resolve the situation. Will the siege widen?

The linear line is in a crisis of survival," Kawakatsu told reporters at a regular press conference late last year. Kawakatsu explained his perception of the current situation at a regular press conference at the end of last year.

JR Tokai announces geological drilling survey near prefectural border

On January 25, JR Tokai announced its plan to conduct a boring survey to investigate the geology near the Shizuoka Prefecture border for the tunnel excavation work being carried out on the Yamanashi Prefecture side of the Linear Central Shinkansen Line at a special committee in Shizuoka Prefecture that is considering environmental measures for the Shizuoka construction zone. Committee members and Shizuoka Prefecture officials expressed concern that the survey could cause groundwater to flow into the Yamanashi side, but JR sought their understanding, saying, "We will proceed while taking countermeasures.

JR had previously stated that it would conduct borehole investigations in Shizuoka Prefecture, but committee members objected, saying that this was premised on the start of construction (which they had not yet approved), and JR changed its policy, saying that it would not do so until measures to restore the water that would leak out from the investigation had been established.

On 24 January, an official from the Tokyo Prefectural Government Office delivered the letter to the Prime Minister's Office in the House of Representatives building.
Tsugishiro Nakata, a member of the Liberal Democratic Party's reform conference, criticised the method used by the official to deliver the letter to the Diet office, arguing: If the content was so important, they should have followed the proper procedure of submitting a request to the national government and sent the letter as a request to the Ministry of Land, Infrastructure, Transport and Tourism and the Prime Minister's Office. The Governor asked Governor Kawakatsu and Lieutenant Governor Takashi Mori whether they had consulted the Alliance for the Construction of the Linear Linear Project and the cities and towns along the Oigawa River about the contents of the letter.
Governor Kawakatsu explained that he had contacted the Prime Minister's Office in advance and obtained their approval. If there is a better way, we will consider it.
Vice-Governor Mori explained that he had not consulted the Basin Cities and Towns in advance, but had distributed copies of the letter to the Railway Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, the Association and the Basin Cities and Towns after the letter was submitted, and had shared the letter with them. He then said that it was the right decision for the governor to send the letter directly on behalf of the people of the prefecture.

Linear Central Shinkansen Construction Boring survey from Yamanashi Prefecture side JR Tokai

JR Tokai has announced that a boring survey from the Yamanashi Prefecture side to near the Shizuoka Prefecture border, where Shizuoka Prefecture has raised concerns about water leakage, will begin on 21 January in Yamanashi Prefecture for the construction of the Linear Central Shinkansen tunnel.

The boring survey is to check the geological and groundwater conditions from Yamanashi Prefecture to near the Shizuoka Prefecture border for the construction of the Linear Central Shinkansen tunnel in Yamanashi Prefecture.
According to JR Tokai, the survey will begin in Hayakawa-cho, Yamanashi Prefecture, 800 metres from the Shizuoka border, where the inside of the "advanced shaft" used for pre-tunneling work will be dug towards the Shizuoka border. The tunnel will be excavated carefully, and the tunnel will be suspended if the amount of water flowing out of it exceeds the standard.
If all goes well, the tunnel will reach the prefectural border in May this year.
JR Tokai said: 'We do not think there will be any impact on Shizuoka Prefecture's water resources. The area about 100 metres from the prefectural border will be carefully monitored.
On the other hand, Shizuoka Prefecture has expressed concern about the impact on water resources through the survey section and the fault line leading into Shizuoka Prefecture, and Governor Kawakatsu commented: "It is extremely regrettable that the survey is to begin without any adjustments to the prefecture's request to establish a section with a low risk of groundwater leakage based on scientific evidence.

Shizuoka prefecture asks JR Tokai to reconsider plan for geological probe

On February 22, Shizuoka Prefecture requested that JR Tokai reconsider its plan to conduct a geological survey of the Southern Alps Tunnel for the linear central Shinkansen maglev line in Yamanashi Prefecture.

Source: https://www.chunichi.co.jp/article/641139?rct=national Accessed: 23 February 2023

Shizuoka Prefecture issued a letter to Central Japan Railway Company (JR Tokai) on 22 April, asking the company to reconsider its plans to conduct a borehole survey near the prefectural border to check the geology of the Southern Alps tunnel being dug for the Linear Central Shinkansen bullet train project in Yamanashi Prefecture.

The document requests the company to indicate, based on scientific evidence, the section where groundwater is unlikely to flow from the prefectural side, and to report on the groundwater level and the amount of spring water in the surrounding area.

On 25 January, at a special committee meeting in Shizuoka Prefecture, JR Tokai announced its intention to conduct a boring survey to examine the geology up to the prefectural border for the ongoing tunnel excavation on the Yamanashi Prefecture side. The committee members expressed concern about the possibility of water flowing into the tunnel from Shizuoka Prefecture (on the Yamanashi Prefecture side), and JR Tokai asked for their understanding and said that they would proceed with the tunnel while taking countermeasures.

[JP] Shizuoka: Evidence presented by JR Tokai is broken?

Heita Kawakatsu, Governor of Shizuoka Prefecture: "Evidence presented by JR Tokai is broken"
「工事やめて説明にくるべき」川勝知事 リニア県境ボーリング調査で改めてJR東海批判「彼らの示した根拠は崩れている」

Heita Kawakatsu, Governor of Shizuoka Prefecture, has once again criticised JR Tokai for starting a borehole investigation towards the border with Shizuoka Prefecture in connection with the Linear Linear construction project. He urged JR Tokai to "stop the construction work and come to the site to explain the situation.

Heita Kawakatsu, Governor of Shizuoka Prefecture, said: 'Drilling began on the 21st after a unilateral notice was given. This is extremely regrettable".

Speaking at a press conference on 28 February, Governor Kawakatsu criticised JR Tokai's 'high-speed long advance drilling'. This drilling is to be carried out near the border with Shizuoka Prefecture with a 12 cm diameter rod to survey the South Alps Tunnel in Yamanashi Prefecture.

There is a possibility that there is a fault zone near the prefectural border, and JR Tokai has stated that it will proceed "with special caution" from 100m before the prefectural border. However, Governor Kawakatsu requested that JR Tokai's 100-metre guideline be based on the fact that there is a low risk of groundwater leakage, based on past data provided by JR Tokai: "It can be interpreted that the fault zone on the Yamanashi Prefecture side near the 250-metre border with Shizuoka Prefecture is connected to the fault zone on the Shizuoka Prefecture side.

Governor Heita Kawakatsu of Shizuoka Prefecture said: "We are very concerned that the water resources will not be protected because we believe that the evidence presented by JR Tokai is broken. They should stop construction for the time being and come to us for an explanation".

Governor Kawakatsu stated his intention to request an explanation from JR Tokai at the Technical Committee meeting to be held by mid-March.

[JP] JR Tokai talks with TEPCO to resolve linear water issue

Unread post by Miss Maglev »

JR Tokai talks with TEPCO to resolve linear water issue

JR Tokai has begun discussions with TEPCO, the owner of the water rights for the Oi River dam, as soon as it receives approval from the parties concerned. On the same day, JR Tokai informed the prefectural government in writing that it would begin discussions with TEPCO, which holds the water rights for the dam, as soon as it obtains the approval of the parties concerned.

Commenting on the proposal to reduce the water intake, Heita Kawakatsu, the prefectural governor, said it was an urgent issue to be considered. The prefectural government's panel of experts has also requested that TEPCO "provide effective assurance for the early resolution of the problem", which, if realised, could be a major step towards resolving the pending water resource problem.

Regarding the water resource issue of the Oigawa River, the prefectural government has demanded that "all" of the water that has leaked due to tunnel construction near the water source area be returned to the river. In April last year, the company proposed as an alternative measure to reduce water intake at the upstream Tashiro Dam (Shizuoka City). TEPCO, which holds the water rights to the dam, takes water from the dam for hydroelectric power generation and releases it on the Yamanashi Prefecture side. The water intake would be reduced and returned to the Oigawa River.

According to the JR Tokai document sent to the prefectural government, TEPCO's condition for entering into talks to reduce the water intake is to obtain the approval of the prefectural government, 10 cities and towns in the basin and other concerned parties.

In the same document, TEPCO also requests the approval of the prefectural government and states that it will obtain the same approval from the other parties concerned in order to start discussions. It also confirms that the water withdrawal control plan is only for a limited period during construction.

However, Kawakatsu has also stated that it would like to return the water released during the excavation of the tunnel, rather than restrict water extraction, and it is unclear whether or not it will agree to the consultations.

JR Tokai to brief local authorities in Shizuoka Prefecture on water shortage management during line construction

JR Tokai will begin explaining the construction of the Southern Alps Tunnel for the linear central Shinkansen line, which is opposed by Shizuoka Prefecture, to local governments in the watershed to address concerns that the Oi River will run dry during construction, JR Tokai President Makoto Kaneko said at a regular press conference on 9 September. We are making every effort to gain their understanding [to start talks].

JR Tokai has submitted a proposal to Shizuoka Prefecture to reduce the amount of water taken from TEPCO's Tashiro Dam in April 2022 in order to secure the amount of water in the Oigawa River. In response to JR Tokai's offer, Shizuoka Prefecture Governor Heita Kawakatsu said on 9 March: "We will try to gain the understanding of the local government. He said: "We will immediately coordinate the holding of a meeting of the Oigawa River Water Utilisation Council (with the participation of local governments in the basin), and JR Tokai will provide a forum for explanations.

Shizuoka Prefecture will seek assurances from TEPCO regarding the proposed reduction of water releases from the Tashiro Dam during the construction of the South Alps Tunnel. The prefecture is also solely responsible for discussions involving local governments in the basin, and JR Tokai will negotiate at a table prepared by Shizuoka Prefecture.

Construction of the line in Shizuoka Prefecture has not yet begun due to problems with the Oigawa River. In addition, there are concerns that the construction of the South Alps Tunnel will have a significant impact on the surrounding natural environment, and coordination with Shizuoka Prefecture is underway.

[JP] The Shizuoka Water & Maglev Tunnel Problem

Unread post by latestnews »

「関係者と双方向のコミュニケーションとりたい」JR東海“田代ダム案”めぐり静岡県と応酬 リニア工事に伴う水の県外流出対策
JR Tokai and Shizuoka Prefecture have exchanged views on the Tashiro Dam proposal to prevent water from flowing out of the prefecture as a result of the Linear Line construction project.

JR Tokai "wants to engage in two-way communication with stakeholders" over the JR Tokai "Tashiro Dam proposal" and exchanges with Shizuoka Prefecture over measures to prevent water from flowing out of the prefecture as a result of the linear construction work

In order to start full-fledged discussions on the "Tashiro Dam Proposal", a measure to prevent water from flowing out of Shizuoka Prefecture as a result of the Linear Central Shinkansen tunnel construction, JR Tokai has asked Shizuoka Prefecture for its approval in writing, as it wants to hear individual opinions from cities, towns and other interested parties in the watershed. However, the prefecture, which is the point of contact for the negotiations, has stated that it would "appreciate your refraining", in accordance with its own regulations, and the two sides have not been able to reach an agreement.

On 13 March, JR Tokai began full-fledged discussions with TEPCO in order to obtain a firm commitment to the Tashiro Dam proposal, while listening to the opinions of the relevant parties, including the municipalities and water users in the basin. The JR Tokai sent a letter to Shizuoka Prefecture requesting their approval, stating that they would like to hold individual explanations and two-way communication with TEPCO in order to obtain a firm commitment to the Tashiro Dam proposal.

On 8 March, JR Tokai sent a written request to Shizuoka Prefecture, seeking its approval for individual confirmation of the Tashiro Dam, after TEPCO had expressed the view that it was necessary to obtain the consent of the cities, towns and other interested parties in the basin before discussing the issue.

However, on 9 March, the prefecture responded in writing that, in accordance with the rules of the Oigawa Water Utilisation Council, which is made up of people involved in the river basin, "We ask that you refrain from individually confirming your consent", and requested that the prefecture continue to be the point of contact as before.

The prefecture has also stated that it will hold a consultation meeting at an early date to provide a forum for JR Tokai to explain the project to the parties concerned, but this time JR Tokai has emphasised the importance of individual contact.

JR Tokai President Shin Kaneko has said that he hopes to "gain a lot of understanding amicably and move forward", but the outlook is uncertain as the exchange of documents with the prefecture continues.

[JP] Governor Kawakatsu: 'We will make a decision after reaching a common understanding'

Unread post by Miss Maglev »

Explanation of linear construction 'Tashiro Dam Proposal' at a Shizuoka Prefectural Council meeting, Governor Kawakatsu: 'We will make a decision after reaching a common understanding'.

In response to JR Tokai's proposal for a 'Tashiro Dam Plan' and its desire to explain it individually to the Oigawa Basin in preparation for full-fledged talks with TEPCO, Shizuoka Governor Heita Kawakatsu expressed caution at a press conference on 14 March, saying, 'It is better to receive an explanation in a public forum and to reach a common understanding among the parties concerned. He also expressed caution, saying: "It would be better to receive an explanation in a public forum and reach a common understanding among the parties concerned.

JR Tokai's Tashiro Dam proposal is a plan to compensate for the outflow of water from the linear tunnel construction out of the prefecture by reducing the intake of water from TEPCO's power generation dam upstream of the Oigawa River.

JR Tokai intends to enter into full discussions with the TEPCO side, and Shizuoka Prefecture informed JR Tokai in writing on 14 March that it would respond based on the opinions of the council members after receiving an explanation from JR Tokai at a meeting of the Oigawa River Water Utilisation Relations Council.

JR Tokai has also asked for individual explanations to the municipalities and water users in the Oigawa River basin in response to the discussions with TEPCO, but the prefecture has protested against this.

At a press conference on 14 November, Shizuoka Governor Kawakatsu said, "It is more efficient for JR Tokai to set up a place where they can explain the project to local communities at the same time. It is better to have the same explanation in an open forum so that all parties concerned can reach a common understanding before a decision is made".

Governor Kawakatsu hopes to hold the Oigawa Water Utilisation Conference by the end of March.

Linear Expert Group JR Tokai Explains Upstream Dam Proposal to Basin Communities

At a meeting of the Prefectural Special Committee to discuss the impact of the construction of the Linear Central Shinkansen on the water resources of the Oi River, JR Tokai expressed its desire to explain the start of concrete discussions on how to reduce the water intake at the upstream dam at a meeting of basin municipalities on 27 March, and to obtain their approval.

At a meeting of the Prefectural Special Committee held at the Prefectural Government Office on 20 June, the committee discussed a proposal to reduce water intake at the upstream Tashiro Dam by the same amount as the water that will flow out of the prefecture as a result of the construction work proposed by JR Tokai, known as the "total reversion" method.
At a meeting of mayors of prefectural and Oigawa River basin municipalities held on 27 March, JR Tokai stated that it was considering a proposal to control water intake at the Tashiro Dam as a "total return" method, and that this method would not affect the water rights of the TEPCO subsidiary that manages the dam, and expressed its desire to obtain approval to start discussions. He indicated that he would like to obtain their agreement to start the consultation.
It was also reported at the meeting that, with regard to the borehole investigation from the Yamanashi Prefecture side to the Shizuoka Prefecture border, where Shizuoka Prefecture has expressed concern about water leakage, the section to be carefully investigated will be extended from about 100 metres to the prefectural border to about 300 metres.
After the meeting, Mr Naoo Sawada, Deputy General Manager of JR Tokai's Central Shinkansen Promotion Headquarters, said, "We have explained the dam control plan individually in the past, but now we are going to explain it collectively, so we would like to carefully explain what the plan is, the history so far, and TEPCO's explanation.

[JP] Shizuoka Maglev Tunnel: discussions on a JR Tokai proposal

Unread post by Miss Maglev »

Proposed dam to control water intake: Governor reluctant to start consultations

The Oigawa River Basin Council has agreed to continue discussions on a proposal submitted by JR Tokai to reduce water intake at a dam upstream of the Oigawa River in connection with the construction of the Linear Central Shinkansen Line, but Governor Kawakatsu expressed reluctance to start talks, saying that another council should also give its approval.

At the Oigawa River Water Utilisation Conference held at the Prefectural Office on the evening of 27 May and attended by representatives of local authorities in the Oigawa River basin, JR Tokai requested the start of concrete consultations on the premise of a proposal to reduce water intake at the upstream Tashiro Dam by an amount equal to the water that would flow out of the prefecture during construction, the so-called total return method, and agreed that "consultations should proceed at an early date". It was agreed that talks should continue as soon as possible.
At a regular press conference on 28 June, Governor Kawakatsu said: 'I have heard that you have obtained the consent of the council to start consultations, but it is necessary to obtain the consent of another council that coordinates water rights'.
Asked for his opinion, he said that the members of the other council and the 27th Council were partly the same, that many communities had called for the start of consultations on the dam proposal, and that the Governor had stated that the basin communities and himself were in agreement, but he said, "I am not sure whether this measure is realistically possible or not. He was reluctant to start consultations, saying that 'if there are any questions, such as whether or not this measure is realistically possible, they need to be resolved'.

At a regular press conference on January 13, Governor Kawakatsu said of Mayor Namba, former Vice Governor of Shizuoka City, "He is a man of work. I look forward to seeing what he will do to address the city's issue of population decline," Governor Kawakatsu said at the press conference.

At the press conference, Governor Kawakatsu mentioned population reduction measures as an issue for Shizuoka City following the inauguration of Mayor Namba, saying, "Unfortunately, the population of Shizuoka City has fallen below 700,000 and the decline will not stop. I

Regarding Mayor Namba's announcement of Shizuoka City's intention to join a council of municipalities in the Oigawa River basin to discuss the construction of the Linear Central Shinkansen, he said, "This is a matter that concerns Shizuoka City, and it would be strange if Shizuoka City did not join the council. We welcome it as a reasonable thing to do.

On the other hand, when asked about Mayor Namba's comment that he had the impression that the discussions between the prefectural government and JR Tokai were not based on scientific evidence, he responded, "If that is the impression I have, I will do my best to dispel it.

[JP] JR Tokai seeks understanding of linear boring survey at prefectural expert group meeting

JR Tokai seeks understanding of linear boring survey at prefectural expert group meeting

At a prefectural committee meeting to discuss the impact of the Linear Central Shinkansen construction on water resources in the prefecture, JR Tokai sought understanding for Governor Kawakatsu's request to stop or explain the drilling survey from the Yamanashi Prefectural side to the Shizuoka Prefectural border, saying that the results of the geological survey so far show little impact.

At the Prefectural Technical Committee meeting on 26 March, the committee discussed the drilling survey from the Yamanashi Prefecture side to the Shizuoka Prefecture border, which JR Tokai began in February this year and which Governor Kawakatsu has asked to be stopped or explained due to concerns about water run-off.
In response, a representative of JR Tokai reported that as of 15 April, excavation had progressed to a point 677 metres from the Shizuoka Prefecture border.
He also presented the results of the geological investigation to date, explaining that although some parts of the ground were found to be more brittle than expected, the amount of water flowing out was small, and the possibility of large amounts of water flowing out or affecting the natural environment was considered low even if excavation continued towards the prefectural border in the future.
He then asked for their understanding that once within 300 metres of the prefectural boundary, the amount and quality of the gushing water would be measured and announced, and if it exceeded certain standards, the drilling survey would be stopped and proceeded with caution.
On the other hand, when asked by Deputy Governor Takashi Mori of the prefectural government whether there were any plans to return water to the Shizuoka side if water was discharged from the drilling survey near the prefectural border, the JR Tokai representative replied: "We need to carefully consider whether the water from Yamanashi Prefecture came from the Shizuoka side, and we are not thinking about it at the moment, but we will discuss it in the future. We are not thinking about it at the moment, but we would like to discuss it in the future," he replied.

After the meeting, Mr Naoo Sawada, Deputy General Manager of JR Tokai's Central Shinkansen Promotion Headquarters, said: "It is possible for water to flow from Shizuoka to Yamanashi, but it is also possible for water to flow regardless of the drilling survey. He felt that it was not a case of 'put everything back no matter what' and wondered if this could be clarified as a precondition for dialogue. He said: 'At present, we have no intention of returning groundwater from Yamanashi to Shizuoka, but in the future we will consult with the prefecture and consider how to deal with the situation.

After the meeting, Takashi Mori, Deputy Governor of the prefecture, said: "It is a bit unfortunate that while we were discussing how to return the water, the discussion turned to 'is there Shizuoka water or not' when drilling in Yamanashi Prefecture. Until we can move the discussion forward from a scientific and engineering point of view and determine whether or not the water is flowing from Shizuoka Prefecture to the Yamanashi side, we would like to ask JR to take decisive action, including consideration of how to return the water.

Linear tunnel construction: 93 m drilled in 5 days in Yamanashi Prefecture

JR Tokai posted a weekly update on its website on the progress of the high-speed long advance boring in Yamanashi Prefecture for the construction of the Central Linear Shinkansen Tunnel until 3 April. 93 metres were drilled from 24 to 28 April, reaching 583 metres to the Shizuoka Prefecture border.

The maximum daily water inflow was 46.9 litres per minute on 26 April, and the drilling speed increased after passing through the section where JR's geological survey data indicated the presence of a fault.

[JP] Shizuoka Prefecture reiterates request to JR Tokai over linear construction drilling

Unread post by latestnews »

Don't excavate section up to 300m from prefectural border" Shizuoka Prefecture reiterates request to JR Tokai over linear construction drilling

In response to the construction of the Linear Central Shinkansen Line, where the "high-speed long advanced boring survey" from the Yamanashi Prefecture side to near the Shizuoka Prefecture border will soon reach the Shizuoka Prefecture border, Shizuoka Prefecture has sent a letter to JR Tokai urging the company not to excavate a section up to about 300 metres from the prefectural border until the prefectural government agrees! The letter has been sent to JR Tokai.

JR Tokai is conducting geological and groundwater surveys in connection with the construction of the linear tunnel. As the excavation will extend to the vicinity of the Shizuoka Prefecture border, Shizuoka Prefecture is concerned that groundwater may flow to the Yamanashi Prefecture side.

JR Tokai has stated that it will prudently drill 300m before the prefectural border, but as it is expected to reach this point soon, on 11 May Shizuoka Prefecture asked JR Tokai to fully understand the prefecture's concerns and to sincerely respond to the dialogue, and also asked JR Tokai not to unilaterally proceed with the drilling survey without responding to the prefecture's request.

At a meeting of the Prefectural Technical Committee held at the end of April, the two sides discussed whether the water that would result from the drilling survey belonged to Yamanashi Prefecture or Shizuoka Prefecture.

Nagasaki Governor Expresses Displeasure with Shizuoka Document on Linear Drilling Survey

12 May 16:24.

Governor Nagasaki has expressed his displeasure over a document in which Shizuoka Prefecture asked JR Tokai not to excavate a section on the Yamanashi Prefecture side of the Central Linear Shinkansen Line in connection with a borehole survey being carried out for the opening of the line.

Since February, JR Tokai has been conducting borehole surveys in Yamanashi Prefecture to check the geological and groundwater conditions for the construction of the Linear Central Shinkansen tunnel.
On 11 November, Shizuoka Prefecture issued a written request to JR Tokai to refrain from excavating a 300-metre section from the prefectural border into Yamanashi Prefecture until it had obtained Shizuoka Prefecture's agreement on how to return the leaked water.
In response, Governor Nagasaki expressed his displeasure at Shizuoka Prefecture's submission of the document without prior coordination, saying at a regular press conference on 12 November that he felt "a very strong sense of discomfort".
He added: "It is common sense that the water in the survey is water from Yamanashi Prefecture. Restrictions on economic activities in Yamanashi should be limited to very exceptional cases.
Governor Nagasaki then asked Shizuoka Prefecture to discuss this issue with JR Tokai after first coordinating with Yamanashi Prefecture, and to continue discussions based on scientific evidence.

Regarding Governor Nagasaki's statement at the conference, JR Tokai's public relations office in Tokyo told reporters, "We cannot give our opinion at this time".
It went on to say that "the amount of water gushing out during the survey is being measured continuously, and if the amount of water gushing out within about 300 metres of the prefectural boundary exceeds a certain amount, we will suspend the construction work and consider countermeasures".
According to JR Tokai's website, the borehole survey began at a point 815 metres from the prefectural border in Yamanashi Prefecture and had reached a point 583 metres as of the 29th of last month.

Yamanashi Governor: 'Linear drilling survey needed for scientific basis'
17 May 2023, 2:00 [Paid subscribers only].

Speaking at a regular press conference on 16 May, Governor Kotaro Nagasaki of Yamanashi Prefecture said that the borehole survey on the Yamanashi Prefecture side of the linear Central Shinkansen line, which Shizuoka Prefecture has asked JR Tokai to stop due to concerns about groundwater leakage, "is rather a survey to obtain scientific evidence, and our position is that you should proceed firmly," reiterating his objection to Shizuoka Prefecture's request to stop the project.

[JP] Shizuoka: Linear Drilling Study "Should Proceed,"

Unread post by latestnews »

Linear Drilling Study "Should Proceed," Opinion of Committee Members at Shizuoka Prefecture Subcommittee Meeting
Shizuoka, Japan

The Shizuoka prefectural government held a subcommittee meeting on June 7 to discuss the issue of the lack of construction on the Shizuoka section of the Linear Central Shinkansen Line. The prefectural government, however, has not changed its stance, and the discussion continued to run parallel.

In addition to the experts, prefectural officials including Vice Governor Takashi Mori, JR Tokai executives, and Ministry of Land, Infrastructure, Transport, and Tourism officials attended the meeting of the Geological Structures and Water Resources Subcommittee held at the Shizuoka Prefectural Government. This was the 14th meeting to discuss the impact of the construction on water resources.

Prior to the tunnel construction, JR Tokai has been conducting high-speed long advanced boring from Yamanashi Prefecture to the Shizuoka Prefecture border in order to investigate geology and groundwater. Shizuoka Prefecture has expressed concern that the survey near the border between the two prefectures will result in groundwater flowing out of Shizuoka Prefecture into Yamanashi Prefecture, and has requested that no excavation be conducted within 300 meters of the Yamanashi Prefecture side of the border until a scientific conclusion is reached.

The subcommittee discussed scientific methods to confirm whether the water flowing out during the mining survey is from the Shizuoka Prefecture side, and how to handle the water until it is actually measured and returned to the Shizuoka Prefecture side after the outflow has begun. Committee members Satoshi Oishi (professor at Kobe University) and Atsunao Marui (National Institute of Advanced Industrial Science and Technology (AIST)) commented that, if the drilling survey is limited to this time, it will not lead to a large amount of water inflow, and that from a scientific standpoint, the survey should proceed.

As of May 27, the borehole survey was 460 meters from the prefectural border, and JR Tokai has stated that it will continue with the borehole itself, assuming that dialogue with the prefecture will continue and that the survey will be temporarily suspended in the event of a larger-than-expected water inflow. The prefectural government has not changed its position, but stated that "there are several possible stages of agreement, not just one.

JR Tokai and Shizuoka Prefecture

JR Tokai Corp. asked Shizuoka Prefecture to understand that the borehole investigation being conducted from the Yamanashi Prefecture side toward Shizuoka Prefecture will proceed while taking measures to prevent groundwater leakage. He attended a meeting of Shizuoka Prefecture's expert committee that was held on the same day to discuss environmental measures for the Shizuoka construction zone, and conveyed his desire to continue the investigation.

Shizuoka Prefecture is concerned about the possibility of groundwater flowing out to the Yamanashi side due to the survey, and is requesting that the survey be conducted within 300 meters of the prefectural border.

[JP] Talks between JR Tokai and TEPCO begin.

Unread post by Miss Maglev »

JR Tokai and TEPCO begin talks on proposal to reduce dam water withdrawals.

JR Tokai has proposed a plan to limit the intake of water from dams in order to prevent spring water from tunneling, a concern of Shizuoka Prefecture, from flowing out of the prefecture. The proposal is considered a promising solution to the problem of water resources in the Oi River, which is the main reason why the prefecture has refused to allow construction to begin. The parties will now work out the exact start date and the amount of water to be taken in order to reach an agreement.

In April last year, JR Tokai proposed a solution to the problem of water resources in the Oigawa River by restricting water intake at the Tashiro Dam (Shizuoka City) in the upper reaches of the river and returning the water to the river.

As a condition for entering the talks, TEPCO asked the local authorities to agree that the water intake control was a temporary measure and would not affect water rights. After some difficulties, the prefectural government issued a letter of approval to JR Tokai on June 14.

According to the officials, the talks are expected to discuss the start date of the water withdrawal control, the amount of water withdrawal to be reduced, and the compensation to be paid to TEPCO for the water withdrawal control.

Prior to the start of the talks, officials notified Yamanashi Prefecture and Hayakawa City in Yamanashi Prefecture, where the water will be discharged, as well as Shizuoka City and the Ministry of Land, Infrastructure, Transport and Tourism of the start of the talks.

JR Tokai is currently conducting a drilling survey from Yamanashi Prefecture to the Shizuoka Prefecture border to investigate the geological and groundwater conditions. It is expected that the prefecture will require the return of the same amount of water that was discharged after entering Shizuoka Prefecture.

In this case, as with the spring water outflow from the tunnel construction, it is also planned to return the water by controlling the water intake, so it is believed that the government will want to finalize discussions by the summer, when the well is expected to reach the prefectural border. (The government also wants to reduce the amount of water taken from the tunnel.)

[JP] Maglev: JR Tokai begins discussions on dam proposal

Unread post by latestnews »

JR Tokai begins discussions on dam proposal; Shizuoka Mayor says, "We should definitely go ahead with it."

June 23, 2011, 3:59 p.m.

JR Tokai announced on 22 June that it had begun discussions on a proposal to use a dam to reduce water intake by the same amount as the water that will flow out of the prefecture during the construction of the Linear Central Shinkansen Line.

JR Tokai announced on 22 April that it had begun discussions with a subsidiary of Tokyo Electric Power Company (TEPCO), which manages the Tashiro Dam, regarding a proposal to reduce the water intake at the upstream Tashiro Dam by the same amount as the water that would flow out of the prefecture during the construction of the Linear Linear project.
At a regular press conference on 23 March, Shizuoka Mayor Namba, who is in charge of the Linear Project in the prefectural government, said, "This is a very promising proposal, so we should definitely continue discussions. I think there has been enough discussion on the issue of water rights and whether there is enough water to return the water, and it is likely to go ahead.
Commenting on Governor Kawakatsu's remarks about JR's plan to use spoil from the tunnel construction as fill, which he described as a risk of deep collapse, Mayor Namba said: "If you start talking about deep collapse, then this whole area is a place where deep collapse would occur, and you can't put it anywhere. I want to see the evidence.
On the other hand, when asked about his comment last year, when he was director of the prefectural government, that "it is definite that this is not a place that can be disposed of according to the prefectural ordinance", Mayor Namba avoided expressing an opinion, saying "I think I said it appropriately, but I should not comment from my current position.

Governor Kawakatsu, who has repeatedly opposed the start of consultations, said on 23 March: "After JR Tokai made the proposal, I have repeatedly asked JR Tokai to start consultations at the Prefectural Government Expert Committee and other forums. I hope you will proceed with the consultations as soon as possible. As soon as the two parties are ready to discuss the issue, we will continue the dialogue with JR Tokai at the Prefectural Government Expert Committee.

Linear Tunneling Expert Panel Meeting Shows Effectiveness in Preventing Decrease in JR Tokai Flow

At a meeting of national experts held on June 23 to discuss environmental protection in Shizuoka Prefecture in connection with the Linear Central Shinkansen tunnel construction project, the results of an analysis by JR Tokai showed that although the construction tends to reduce the flow rate of streams in the upper reaches, the injection of a chemical solution to harden the ground is effective in reducing the rate of flow reduction.

JR Tokai aims to open the Linear Central Shinkansen in 2027, but Shizuoka Prefecture has refused to allow construction to begin in the prefecture, citing the impact on the ecology of the Southern Alps and other factors.
On March 23, at the 10th meeting of experts set up by the Ministry of Land, Infrastructure, Transport and Tourism in Tokyo, JR Tokai presented the results of a new analysis of the impact of tunnel construction on the flow of streams in the upper reaches of the river.
According to the report, although it states that "uncertainties are involved," the report showed that the flow rate tends to decrease in streams where major faults and tunnels intersect in the Oigawa River basin, but that the decrease is expected to be suppressed if chemicals to harden the ground are injected at the crossing points in advance.
In addition, the results of categorizing each of the 35 streams based on topography and habitat conditions were presented at the meeting, and it was decided that in the future, the most sensitive streams will be selected and their effects on plants and animals will be discussed.
Takashi Mori, vice-governor of Shizuoka Prefecture, who joined the meeting online, commented, "The discussion was clear and easy to understand. We would like to confirm the chemical injection with experts from the prefectural government subcommittee.

Mayor Namba on Maglev Construction: "ensure smooth implementation"

June 26, 11:49 AM.

Shizuoka City Mayor Namba stated in his first general question at the City Council meeting since taking office that he will "take measures to ensure proper environmental impact assessment, smooth implementation of construction, and regional development" regarding the construction of the Linear Central Shinkansen tunnel.

The June regular meeting of the Shizuoka City Council began on June 26 with Mayor Namba's first summary question, and in the morning Kazumi Shigeta, secretary general of the LDP City Council, took the podium.
In response to a question about the construction of the Linear Shinkansen Line, "How will you promote the project?", Mayor Namba emphasized that "no matter what value judgment you have about the Linear project as an individual, the administrative decision should be to cooperate with the Linear project", and then stated that "regarding the biodiversity and soil created by the project, we will work with the city government to reduce the impact of the Linear project. We will urge JR to ensure that impacts are avoided or reduced and that easily understandable explanations are provided," he said.
He also expressed his intention to continue the Memorandum of Understanding that former Mayor Tanabe signed with JR Tokai five years ago to cooperate on the Linear project, saying, "Based on this Memorandum of Understanding, we will continue to take measures to ensure proper environmental impact assessment, smooth construction, and regional development based on a relationship of trust with JR.
When asked how he would proceed with the plan to build an arena facility at the north exit of JR East Shizuoka Station, he replied, "We have not gained enough sympathy from the public. We would like to evaluate the role of the arena, its economic impact, and the expected tax revenue, explain the plan to the public in an easy-to-understand manner by the end of this year, and proceed with the plan after gaining social consensus.

JR Tokai to proceed with the digging of "advanced shafts"

JR Tokai has announced its plan to proceed with the excavation of "advanced shafts" for auxiliary tunnels for the construction of the Linear Central Shinkansen Line, as a boring survey conducted in Yamanashi Prefecture has revealed that the amount of water run-off from the excavation is low.

On the evening of 3 March, a special committee of the Shizuoka Prefectural Government held a meeting at the Shizuoka Prefectural Government Office to discuss the impact of the construction of the Linear Central Shinkansen Line.
JR Tokai explained that the borehole survey being conducted in Yamanashi Prefecture had progressed to a point 459 metres from the border between Yamanashi and Shizuoka Prefectures, and that there had been little water leakage during this period.
JR Tokai then announced that it planned to dig an "advanced tunnel", an auxiliary tunnel used for work and other purposes, while checking the flow rate of the river on the Shizuoka Prefecture side.
Shizuoka Prefecture has requested that excavation of a 300-metre section from the prefectural border to the Yamanashi Prefecture side be halted, and discussions with JR Tokai are ongoing.
In response, Shizuoka Prefectural Vice-Governor Takashi Mori said after the technical committee meeting, "We will continue discussions with Yamanashi Prefecture on the advanced shaft as soon as possible.

JR Tokai Explains Environmental Responses at Linear Experts' Meeting, Advances Discussions

On August 30, 2023, a meeting of government experts was held in Tokyo to discuss the environmental impact of the tunnel construction in the Shizuoka section of the Linear Central Shinkansen Line. This time, JR Tokai explained detailed measures based on the opinions of the committee members. The conference, which until now has focused mainly on environmental analysis of streams and groundwater, is expected to move forward with scientific discussions toward concrete measures in the future.

JR Tokai explained that university professors and others with expertise in geology and biology will serve as committee members. Shizuoka Prefecture and the municipalities along the Oigawa River are participating as observers. This is the 12th meeting of the experts. The main issues discussed were 1) the impact on organisms inhabiting the stream and countermeasures, 2) the relationship between plants in mountainous areas and groundwater, and 3) analysis of spring water in the tunnel and drainage countermeasures.

In this presentation, he explained the changes in stream flow with and without chemical injection, taking into account the sequence of tunnel construction, including the inclined shafts and advanced shafts. The chemical injection method was explained in terms of water quality control standards, citing examples of past tunnel construction projects such as the Seikan Tunnel. In addition to the addition of plants around streams in the monitoring method, a flow management method that takes seasonal factors into account was developed based on the previous committee members' suggestions.

For vegetation in mountainous areas, the relationship with geology was explained by drilling and electrical exploration. The method of managing the spring water in the tunnel and discharging it into the Oigawa River was discussed, including water turbidity and water quality. Committee members commented that the length of plant roots should also be taken into account to investigate the actual conditions, and that there may be more effective methods such as draining water during heavy rainfall.

[JP] JR Tokai meets with Shizuoka basin cities and towns

Unread post by Miss Maglev »

JR Tokai meets with Shizuoka basin cities and towns over linear construction, water measures, etc.

On 9 September, JR Tokai held a meeting in Shizuoka City to exchange views on the construction of the Linear Central Shinkansen Line between the company's president and other executives and the mayors of 10 cities and towns in the Oigawa River basin, including Shimada City in Shizuoka Prefecture. It was the second meeting since September 2021 and the first since President Shunsuke Niwa took office. The construction of the Shizuoka construction zone is still in the process of being completed due to protracted discussions between the prefecture and JR Tokai. The company hopes to dispel local concerns through the exchange of opinions.

The exchange of opinions lasted for about one and a half hours. After the meeting, President Niwa told the press that the meeting was meaningful as it deepened communication. They discussed the progress of the Tashiro Dam proposal, which is being discussed with TEPCO as a measure to prevent water resources from flowing out of the prefecture during the construction period, which the prefecture considers a problem, and how to monitor water resources before and after construction.

According to Shimada Mayor Kinuyo Someya, the leaders called for an early settlement of the Tashiro Dam proposal and measures to promote the local economy after the opening of the linear railway line, etc. The leaders also expressed their opinions on the creation of a new framework for liaison and coordination between JR Tokai and local authorities' administrative staff, and agreed to proceed positively.

Mayor Someya stated that the exchange of opinions meeting two years ago was tense, but that over the past two years JR Tokai has made efforts to dispel the concerns of the region.

Linear construction soil yard, prefectural governor 'in cooperation with Shizuoka City'

At a press conference on 22 September, Heita Kawakatsu, Governor of Shizuoka Prefecture, stated that he would like to "simulate (the impact) in cooperation with Shizuoka City" regarding the location of the soil generated by the Shizuoka construction section of the Linear Central Shinkansen Line. He said that there was "no reason to deny" discussions based on the assumption that the upper reaches of the Oigawa River would be used as a repository for the soil generated.

Regarding the location of the soil dump, JR Tokai explained the impact and measures to be taken at a national expert meeting and a prefectural specialised committee.

[JP] Maglev Oi river dam proposal: mayor of Shimada and other basin municipalities intend to approve

Maglev Oi river dam proposal: mayor of Shimada and other basin municipalities intend to approve.

Regarding the construction of the Linear Central Shinkansen, the Mayor of Shimada City, Kinuyo Someya, stated that she was "thinking of approving" JR Tokai's proposal to reduce the water intake from the upstream dams so as not to reduce the flow of the Oi River, and that the council made up of local authorities in the basin and others would soon submit a document of approval to JR Tokai. The council, which is made up of local authorities in the basin, will soon submit a document of approval to JR Tokai.
The so-called "total reversion" will now be implemented immediately.

On 25 October, JR Tokai submitted a proposal to reduce the water intake at the Tashiro Dam on the upper reaches of the Oi River by an amount equal to the water that will flow out of the prefecture as a result of the construction of the Linear Central Shinkansen tunnel, as a method of "total return" as requested by the prefecture.
At a regular press conference on 27 October, Shimada Mayor Someya said that the city of Shimada was considering the proposal and that it would be approved after taking into account opinions such as having the city report any unforeseen circumstances that may arise. The Oi River Irrigation Council, made up of the basin communities and others, is working on a document to be submitted to JR Tokai to approve this proposal.
From now on, the so-called 'total reversion' will be implemented immediately.
Mayor Someya also commented on the prefecture's opposition to the end of discussions at the national expert meeting on environmental protection, saying: 'When I go to national meetings and conferences, I often feel that Shizuoka Prefecture feels small. We need to protect water and the environment, but we need to think about what kind of decision is best for Shizuoka Prefecture as a whole," he said, urging the prefecture to take a stand for a solution.

[JP] Shizuoka Prefectural government to approve JR's Oi river plan

Unread post by Miss Maglev »

Prefectural government to approve JR's Oi river plan

The prefectural government has informed JR Tokai that it will approve the implementation of a plan proposed by JR Tokai to reduce the intake of water from upstream dams as a countermeasure to concerns over the spillage of spring water during tunnel excavation work for the Shizuoka section of the Linear Central Shinkansen Line. This was in response to the intention of the Water Utilization Council, which consists of the prefectural government and related cities and towns. On the other hand, the prefectural government also requested that the prefectural government continue to discuss measures to be taken in the event of unforeseen circumstances at the prefectural government subcommittee.

The prefectural government is concerned that the construction of the tunnel will cause spring water to be diverted to the Yamanashi Prefecture side of the Oigawa River, affecting the river's water resources, and JR Tokai proposed last April that during the 10-month construction period, when it is technically impossible to return the spring water, the water intake from the upstream Tashiro Dam (Shizuoka City) be restricted to ensure the same amount as the amount of water flowing out of the prefecture.

[JP] JR Tokai Responds to Governor Kawakatsu's Remarks

Unread post by Miss Maglev »

JR Tokai Responds to Governor Kawakatsu's Remarks on the Shizuoka Linear Construction Zone Issue
January 24, 2024 19:24
Ryotaro Fukuda

On January 24, JR Tokai held a media briefing on the issue of the Shizuoka construction zone of the Linear Central Shinkansen Line, claiming that there are many reports based on "false information" from Heita Kawakatsu, Governor of Shizuoka Prefecture, who does not approve of the start of construction. Regarding Kawakatsu's proposal for a partial opening of the line, JR Tokai countered that "it is important to start construction of the Shizuoka section as soon as possible, not a partial opening," in order to achieve an early opening of the Shinagawa-Nagoya line.

The Chuo Shinkansen project is a very large project, and if incorrect information is spread, it will affect a large number of people involved.

At the beginning of the briefing, a JR Tokai executive expressed concern about the spread of misinformation based on "various statements" about the line in the media in the recent past.

[...]

Confusion over the Linear Line project has been reignited by Kawakatsu's proposal last December for a partial opening of the project, which would postpone the construction zone in the prefecture. The "partial opening" mainly refers to the section between Yamanashi and Kanagawa, and has been criticized by all sides as "unrealistic" and "impossible.

However, Kawakatsu justified the proposal by saying, "This is what is written in [JR Tokai's] plan. The company's 2010 document, "Realization of the Chuo Shinkansen Line with Superconductivity Linear System," states that "construction will take more than 10 years, and it is necessary to start construction as soon as possible in order to realize the project as soon as possible. In addition, in order to maintain the latest technology, it is important to start construction immediately after the completion of the experimental line extension.

The "experimental line" refers to the Yamanashi Linear Test Line, a 42.8 km section of track in Yamanashi Prefecture. Kawakatsu stated, "Completion of the experimental line means that the experimental line will cease to be an experimental line. In other words, it will become a practical line. Kawakatsu said that connecting the Yamanashi and Kanagawa stations via the experimental line is the "completion of the experimental line," which would allow (partial) operation of the line. He says, "I am only saying what JR Tokai says in its official capacity," but it is difficult to understand what he means, and it seems that he has gone beyond the point of misinterpretation and even perversion of the facts.

[...]

At the briefing, JR Tokai explained that the experimental line was being extended to its current section at the time the materials were prepared, and that "'completion of the extension of the experimental line' literally refers to the extension to 42.8 km and does not mean commercial operation between stations.

Furthermore, the partial opening of this section would not achieve the goal of connecting Shinagawa and Nagoya, where the Tokaido Shinkansen stops, so that the line could bypass the Shinkansen in case of emergencies, etc. "We consider Shinagawa-Nagoya to be the smallest unit for opening," he said.

Kawakatsu, however, is not worried about this. He has indicated that he intends to propose a partial opening at a meeting of a consortium of prefectures along the Linear Line.
He also criticizes JR for his own reasons.

JR Tokai has also changed its target date for the Shinagawa-Nagoya section of the line from 2027 to "after 2027" because construction of the Shizuoka section cannot begin. In response, Kawakatsu claimed, "Since the 9-year figure has effectively disappeared, the last remaining deadline is to open the entire line by 2027 (when the entire line to Osaka is scheduled to open). However, the company rejected Kawakatsu's original interpretation, saying, "The difficulty of opening the Shinagawa-Nagoya line in nine years does not change our stance of aiming for an early opening of the same section.

In addition, Kawakatsu refuted the claim that the construction of the yard (workshop) required for the construction of the Southern Alps Tunnel has not been completed and that "it is like studying a port of call when the ship has not been built," saying that the construction yard has been halted because the governor's approval has not been obtained.

[JP] Progress Made on Linear Central Shinkansen Problem?

Unread post by latestnews »

リニア中央新幹線の問題に進展か 静岡県が47項目の懸念について「具体的な解決策」を提示へ
Progress Made on Linear Central Shinkansen Problem: Shizuoka Prefecture to Present "Specific Solutions" to 47 Concerns

The problem of the Linear Central Shinkansen Line has yet to be resolved. Shizuoka Prefecture has announced that it will hold a press conference to present specific solutions to the 47 concerns, including the impact on the ecosystem, regarding the Shizuoka section of construction, which has not yet begun.

The prefecture has not approved the start of construction of the linear Shinkansen tunnel due to concerns about the impact on the ecosystem of the Southern Alps and the reduction of water in the Oi River.

In 2019, the prefecture submitted a written confirmation to JR Tokai, listing 47 concerns, including measures for soil generation and changes in river flow, as "matters requiring continued dialogue.

JR Tokai has continued its dialogue with the prefecture, but Governor Kawakatsu has never given the go-ahead, and the national expert panel has completed its discussions and already submitted its report.

While the prefectural government continues to discuss the remaining issues in the expert committee, interviews with related parties revealed that Vice Governor Mori, who is in charge of the linear issue, will hold a press conference on February 5 to explain the specific solutions to the 47 points.

Currently, there is a sense of tension between JR Tokai and the prefecture.

<Naka Kimura, executive director of JR Tokai, said: The governor of Shizuoka Prefecture has made various comments, and we are very confused as to whether there is a misunderstanding or a situation that could lead to a misunderstanding.

On January 24, JR Tokai held an unusual press conference to refute Governor Kawakatsu's recent words and actions. In particular, Governor Kawakatsu responded to JR Tokai's decision to change the opening date of the Shinagawa-Nagoya line from 2027 to "after 2027.

Governor Kawakatsu said, "I believe this is the last remaining deadline for the opening of the entire Tokyo to Osaka line by 2037.

He also stated that it would be sufficient to solve the linear transportation problem in time for the full opening of the line in 2037. However, JR Tokai is seeking a statement based on facts, saying that it is important to open the Shinagawa-Nagoya line first.

JR Tokai's Senior Managing Director, Mr. Naka Kimura>.
We do not intend to say that Shizuoka Prefecture is the only one to blame, but the fact is that construction of the Shizuoka section has unfortunately not begun.

The 47-point solution presented by the prefectural government was the first concrete proposal made by the prefectural government in the ongoing stalemate. It remains to be seen whether the prefectural government's first concrete proposals will lead to a breakthrough in relations between the two sides.

Linear Linear: Governor Kawakatsu responds to JR Tokai's rebuttal

January 29, 2011 5:49 pm

Regarding the Linear Central Shinkansen Line that Shizuoka Prefecture has not approved for construction, JR Tokai held an unusual press conference to refute the Governor's statement that they were confused by different facts, etc. At his regular press conference today, Governor Kawakatsu responded by claiming, "I am making my statement based on publicly available data.

In December, after JR Tokai changed the opening date of the Linear Central Shinkansen from "2027" to "after 2027," Governor Kawakatsu said, "We have been given a grace period until 2037, when the entire line between Shinagawa and Osaka is scheduled to open," and also claimed that the line should be partially opened from the section where construction is underway. JR Tokai held an unusual press conference on January 24 and responded, "We are puzzled by the fact that the governor's statement is different from the facts. We would like to have an accurate understanding of what the governor said.
In response, Governor Kawakatsu said at his regular press conference on January 29, "I made the statement in response to the change in the opening date, but JR Tokai did not point this out to me directly. I am making this statement based on publicly available data," he said, refuting the suggestion that "the facts are different.
Furthermore, when asked about the governor's insistence on an advanced partial opening between Kanagawa and Yamanashi, he said, "This should be discussed at the Linear Construction Alliance.
The prefectural government also held a press conference on February 5 and announced that it would publish the issues it had resolved in response to a report by a national panel of experts on environmental protection measures to be taken by JR Tokai.

[JP] MLIT Ministry to meet with Governor Kawakatsu

Unread post by Miss Maglev »

Director General of the Railway Bureau of the Ministry of Land, Infrastructure, Transport and Tourism to Brief Governor Kawakatsu in Person on February 7 on the Shizuoka Linear Development Environmental Protection Report

It has been decided that Shizuoka Governor Heita Kawakatsu will meet with the Director General of the Railway Bureau of the Ministry of Land, Infrastructure, Transport and Tourism on February 7 regarding the Shizuoka construction zone of the Linear Central Shinkansen Line. The Director General of the Railway Bureau will directly explain to Governor Kawakatsu the report on environmental protection, including ecosystems, prepared by a national panel of experts.

In order to advance the discussion of the parallel line between JR Tokai and the prefecture, the national expert panel will discuss "water resources" and "environmental preservation" from 2020, and will submit a report on "water resources" and "environmental preservation" to the governor of Shizuoka Prefecture in 2023. The report will be followed by a report on "environmental preservation" in December 2023.

Governor Kawakatsu praised the report as "very easy to understand," but added, "The ecosystems in the upper reaches of the streams (in the Southern Alps) and around the streams have not been predicted. These issues are not being discussed at the expert meeting," he said, adding that he would like to continue the dialogue at the prefectural government's expert committee.

In response to this situation, Shigeki Murata, Director General of the Railway Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, will meet with Governor Kawakatsu at the Shizuoka Prefectural Government Office on February 7 to explain the contents of the environmental protection report in person.

Meanwhile, the prefecture will submit a written confirmation to JR Tokai in 2019, conveying its concerns about 47 items, including measures to deal with generated soil and changes in stream flow, as "matters requiring further dialogue," and Vice Governor Takashi Mori will hold a press conference on February 5 to discuss specific solutions for the 47 items.

[JP] The "47 items" that JR refutes the Governor?

Linear Linear Project: What are the "47 items" that JR refutes the Governor?

Translated text from Japanese Media. Source: NHK. https://www3.nhk.or.jp/lnews/shizuoka/2 ... 22939.html Accessed 2024-02-05.

February 06, 19:53

It has been a little over a month since the start of 2024, and the prefectural government and Central Japan Railway Company (JR Tokai) have been actively working on the Linear Central Shinkansen Line. The basic premise is that the national government has completed its discussions on the issue after the expert panel on environmental preservation came together last December, and that JR Tokai has changed the opening of the Shinagawa-Nagoya line from "2027" to "after 2027". We look back at what has happened in the past month.
(Shizuoka Bureau reporter Mojiko Nakata)

(Reporter).
There have been two major developments since the beginning of this year: one was JR Tokai's unusual press conference in late January in response to the governor. The other is that the 47 items that the prefectural government had previously suggested should be discussed were organized and announced on February 5.
Let me look back at them one by one. First is JR's unusual press conference, held by JR Tokai on January 24, which began with the perplexed words of a JR executive.

(JR Tokai's press conference on January 24, Senior Managing Executive Officer Kimura)
We are puzzled by the governor's statement because the facts are different. We would like him to make his statement based on an accurate understanding."

(Caster)
Governor Kawakatsu often complains bitterly to JR Tokai about the Linear Line issue, but it is the opposite of what he usually says.

(Reporter)
That's right. I pointed out at the press conference that the views and statements the Governor has expressed about the Linear Linear Project in his regular press conferences and interviews with the media are different from the actual Linear Project plan of JR Tokai, the project sponsor.
Specifically, first of all, the timing of the opening of the line. Governor Kawakatsu was asked about his reaction to JR Tokai's decision last December to change the opening date of the Shinagawa-Nagoya Line to "2027 or later." In regard to construction work in the prefecture, he said, "We have been given a grace period until 2037, when the entire line between Shinagawa and Osaka will be open.
In response, JR Tokai said at a press conference, "From the viewpoint of management and construction capacity, we cannot do the construction of the entire line all the way to Osaka at once. The construction work in Shizuoka will start as soon as possible, and the Shinagawa-Nagoya line will be opened as soon as possible." JR Tokai denied the governor's opinion that the year 2027 was not extended to 2037.

(Caster)
You also refuted Governor Kawakatsu's proposal for an earlier opening between Kanagawa and Yamanashi, didn't you?

(Reporter)
(Reporter) What comes up here is the experimental linear line that runs through Fuefuki-shi, Yamanashi Prefecture, which is already in operation.
The governor said, "JR Tokai explained in a document it released at a national conference in 2011 that construction would begin immediately after the Yamanashi test line, so the Yamanashi-Kanagawa line should be opened first.
JR Tokai also said, "In 2011, we are in the process of extending the experimental line from the then 18 km to 43 km, which is the entire length of the line, and our intention is to extend the line in order to complete the experimental line. JR Tokai categorically denied that it was considering a partial opening of the line, saying, "In the first place, the development of the linear line is a measure against aging deterioration of the Tokaido Shinkansen and a measure against disasters.
Five days later, Governor Kawakatsu spoke about the JR Tokai's rebuttal as follows: "We are not considering the partial opening of the line.

(January 29 press conference by Governor Kawakatsu)
I am saying this based on the data that has been made public.

(Caster)
The governor made this statement, but if it is a difference of opinion, it is still clearly different from JR Tokai's plan. What do the people concerned think about this?

(Reporter)
The surrounding municipalities have raised objections. First of all, there is Mayor Namba of Shizuoka City, who was the deputy governor in charge of the linear project.

(February 1 press conference by Mayor Namba of Shizuoka City)
JR Tokai will decide the timing of the opening of the line as its own project. I hope the local community will listen to our requests, but the Linear Line will not stop in Shizuoka Prefecture."
Next was Mayor Someya of Shimada City, a municipality in the Oigawa River basin.

(February 1 press conference by Mayor Someya of Shimada City)
I believe that the governor is speaking as a politician, but it is important for him to speak his mind and to move things forward in good faith.

(Reporter)
The opening of the new line will be decided by JR Tokai, and it is out of line for us to interfere with that decision. I mean, what about sending out uncertain information? I think that is a pretty harsh opinion.

(Caster).
What about the other motion, the 47-item reorganization?

(Reporter)
The "47 items" refers to the responses to the 47 items regarding water resources and the natural environment that the prefecture submitted to JR Tokai in 2019, two years after Governor Kawakatsu began to object to the linear project, saying that the measures taken for construction in the prefecture were inadequate.
The 47 items include "water resources," such as the so-called total return of water from the Oigawa River, "biodiversity," such as the impact of the construction on flora and fauna in the Southern Alps, and "soil generated" by the tunnel construction. Governor Kawakatsu stated at the press conference that "construction will not be allowed to begin unless the local residents agree to resolve these 47 issues.

(Castor)
How did the national government respond?

(Reporter)
In response to these 47 concerns, the expert panel set up by the government completed its discussions on "water resources" in December 2021, and on the areas of "biodiversity" and "generated soil" last December, and compiled a report.

(Castor)
The prefectural government's conference that you reported on in yesterday's news said that based on this report, they have reorganized the 47 areas of concern.

(Reporter)
That's right. However, looking at the specifics, the prefectural government's acceptance was that only 17 of the 47 items had been completed, and they insisted that further discussion was needed on the remaining 30 items.

Let's look at each area.
First, in the area of water resources, 17 of the 26 items were completed, including the method of total return.
On the other hand, the 17 items on biodiversity and the 4 items on the issue of soil generated from the tunnel construction were all rated as "discussions have not been completed," although the prefecture stated that "progress has been made.
The prefecture will discuss these items with JR Tokai at a future meeting of the prefecture's technical committee.

(Castor)
What specifically are you asking for discussion on?

(Reporter)
(Reporter) To give an example, in terms of biodiversity, further investigation of the habitat conditions of organisms in the upper reaches of the stream. In the case of generated soil, the risk of collapse of the largest repository, the "Swallow" site, etc.

(Castor).
What is the reaction of the people involved?

(Rep.)
(Reporter) The chairperson of the national expert panel has denied further investigation of the habitat situation, saying that it would take too much time, and Shizuoka City has expressed the opinion that the risk of the soil disposal site is "not necessarily higher than the risk of disasters downstream.

(Caster).
What is the national government's position on this?

(Reporter).
Following yesterday's press conference, the Ministry of Land, Infrastructure, Transport and Tourism told NHK, "There are no remaining issues to be discussed in the future regarding water resources and environmental conservation, including the 47 items discussed at the national expert panel. From now on, JR Tokai will proceed with measures based on the report while obtaining the understanding of the local community, and the national government will continue to confirm the measures.

(Castor)
The national government says, "There are no remaining issues to be discussed," but the prefecture is still going to discuss them?

(Reporter)
Governor Kawakatsu has repeatedly asked JR Tokai to respect local opinions, but I don't think it is in the best interest of the local community to confuse them by disseminating information and their own views, which JR, the main operator of the project, says are wrong, and I think it will also affect the trust in the prefecture.
If we are to continue discussions with JR and the local government, I strongly feel that we need to keep close communication with them, while fully listening to the opinions of all parties involved.

Governor Kawakatsu Meets with Director General of MLIT's Railway Bureau

Note: The following text refelcts the opinion of Mr. Naoki Osaka, reporter of Toyo Keizai, who is favour of an early opening of the LInear Maglev line
Info based on Japanese Media. https://article.auone.jp/detail/1/3/6/7 ... 0121984274 Accessed 2024-02-12

JR Tokai wants to start construction, and Shizuoka Prefecture refuses to approve the construction due to water resource problems in the Oigawa River and environmental conservation in the Southern Alps. The issue of the Shizuoka section of the Linear Central Shinkansen has taken on the appearance of an information war. The trigger was a comment from Kinuyo Someya, mayor of Shimada City, one of the municipalities in the Oigawa River basin. The mayor of Shimada City, one of the municipalities in the Oigawa River basin, said, "I have never received any explanation from the prefectural government about the report.
Oigawa Basin Municipalities Express Dissatisfaction with the Prefectural Government

On January 21, the chairman of the panel, Futoshi Nakamura, a professor at Hokkaido University, and Shigeki Murata, director general of the Ministry of Land, Infrastructure, Transport, and Tourism's Railway Bureau, visited Shizuoka Prefecture and briefed the mayor of Shizuoka City and the leaders of the 10 cities and towns in the Oigawa River basin.

Mayor Someya, representing the mayors of the 10 cities and towns, said that they had a better understanding of the project, but he also expressed his dissatisfaction with the prefecture. Despite the fact that the prefectural government is aware of the information from the experts' meeting through its participation as an observer, Governor Heita Kawakatsu has only repeated his comments about JR Tokai at regular press conferences, neglecting to report to the cities and towns involved in the project.

On January 24, JR Tokai held a press briefing on the Linear Central Shinkansen project in Shizuoka City. The purpose of the meeting was to directly explain JR Tokai's position on the project, since various statements made by Governor Kawakatsu during the year-end and New Year holidays, such as the timing of the opening of the line and the section of the line to be opened first, differed in many respects from the facts announced by JR Tokai and could cause misunderstandings.

Compared to the national government and JR Tokai, Governor Kawakatsu seems to give priority to stating his own opinion rather than explaining the facts. Perhaps sensing this atmosphere, Vice Governor Takashi Mori, who heads the Central Shinkansen Task Force in the prefecture, said on February 5, "Everyone involved is talking about various things, and I am a little confused. I would like to talk about the way forward, including sorting them out," he said, indicating the prefecture's understanding of the progress of discussions with JR Tokai.

Regarding the environmental impact assessment of the Shizuoka Linear Construction Area, there are issues such as water resources of the Oigawa River, environmental preservation of the Southern Alps, and the placement of soil generated by the project. In January 2019, the prefecture established a subcommittee to begin discussions with JR Tokai, and in September of the same year, the prefecture sent a document to JR Tokai listing 47 items as "items requiring continued dialogue. In September of the same year, the prefecture sent a document to JR Tokai listing 47 items that "require continued dialogue." Unless all of these items were agreed upon, the prefecture would not allow the tunnel construction.

With no progress being made, time was running out. The government then set up an expert panel to act as a mediator and began discussions on the 47 items in April 2020. The experts' committee compiled a report on water resources in December 2021, and on environmental preservation and soil generated in December 2023. With this report, the government considers the discussions on the 47 items to have been completed.
The State and Shizuoka Prefecture Have a Wide Gap in Recognition

Vice Governor Mori presented the prefectural government's position on the 47 items. Unlike the national government, which claims to have completed discussions on all items, the prefectural government's subcommittee resolved questions and reached consensus on only 17 items, with the remaining 30 items requiring further discussion. There is a big gap between the national government's understanding and the prefectural government's.

Aside from that, a breakdown of the 47 items shows that there are 26 items related to water resources, including those related to the total return of tunnel spring water, of which 17 items have been completed. Environmental preservation of the Southern Alps has 17 items, and although Vice Governor Mori says that "discussions have progressed and a certain amount of progress has been made," the number of items that have been completed is zero. The placement of soil generated by tunnels has 4 items, and the number of items that have been completed is also zero.

Regarding water resources, a national panel of experts reported that the impact of tunnel excavation on groundwater in the middle and lower reaches of the Oi River is extremely small compared to the impact of seasonal and annual fluctuations in river flow. The report states that the impact on water users in the middle and lower reaches of the Ooi River is negligible. Nevertheless, since the prefecture is demanding "total return of all tunnel spring water," JR Tokai has presented a "proposal to curb water intake at the Tashiro Dam" and has reached an agreement with TEPCO Renewable Power, which manages the dam, to implement the plan. In light of this situation, the prefectural government will need to continue dialogue with JR Tokai regarding the specific operation method of how to proceed with the water withdrawal control, how to respond if the water withdrawal control continues to fail, and what to do in the event of unforeseen circumstances such as a sudden water inflow.

In reality, however, the prefectural government sent a letter to JR Tokai on November 29, 2011, stating its approval of the implementation plan. In other words, the prefecture has already given its approval. Therefore, even if we say that "continued dialogue is necessary," it should not take long unless something happens to change the premise of the project.

Regarding the 21 items related to environmental preservation and soil contamination, the prefectural government states that not a single dialogue has been completed, which is in direct conflict with the report of the government's expert panel. When we asked the prefectural government why this was the case, they simply stated that there was a difference of opinion regarding the preliminary survey.

Before construction work is undertaken, a survey is conducted to predict and evaluate the impact of the work on living organisms, based on which a plan is formulated, implemented, monitored, and revised as necessary. Both the prefectural government and the national government refer to this PDCA cycle process as "adaptive management," and the basic concept is the same for both. The difference is in the extent to which preliminary investigations are conducted.

Mr. Nakamura, the chairman of the national expert panel, said, "No matter how many years we spend on it, we will never achieve perfection. We have to make decisions based on uncertainty." Hidetaka Ishikawa, director of the prefectural government's policy promotion department, said, "I fear that if we start construction without sufficient research, the results will be irreversible. On the other hand, he also said, "We do not intend to aim for 100% and spend years on it.
How Long Will Discussions in the Technical Subcommittee Continue?

The most interesting question is how long, if at all, the discussions on the remaining 30 items will continue. Vice Governor Mori said, "I can't say when the discussions will come to a conclusion, but we would like to hold the prefectural technical committee meetings with a sense of urgency to resolve the issues," but as for the next technical committee meeting, he said, "It is difficult to hold a meeting once a month because the committee members have their own schedules. The committee has not yet decided whether it will be able to hold the meeting within the fiscal year. If that is the case, the next meeting will be held in April or later. This cannot be said to be very speedy.

The prefectural government has interviewed each member of the technical committee individually and compiled their opinions, but what does JR Tokai think about this? According to the prefectural government, it delivered the contents of this report to JR Tokai on February 2, and told them to let us know if they felt any discrepancies, and since they have not heard from us, we are aware that JR Tokai has agreed to this.

Although no official comment was obtained from JR Tokai, a company official said, "This is different from the prefectural government's understanding. 2 days is Friday and 5 days is Monday, the day of the announcement, so JR Tokai has little time to scrutinize the contents. The official said, "There are no remaining issues to be discussed regarding water resources and environmental conservation, which were discussed at the national experts' meeting, including the 47 items. Nevertheless, it is inevitable that the Expert Committee will continue to hold discussions if requested by the prefectural government.

Next, on February 7, Director Murata of the Ministry of Land, Infrastructure, Transport, and Tourism's Railway Bureau visited Governor Kawakatsu at the prefectural government office to exchange views. After exchanging views with the leaders of eight cities and two towns in the basin on January 21, when asked by the press about exchanging views with the prefecture, Mr. Murata said, "I would consider it if the prefecture requests it or if there is an opportunity. This time, the meeting was realized.

The meeting was scheduled to last 30 minutes, but actually lasted 1 hour and 02 minutes, far exceeding the scheduled time. The reason for the overtime was that Governor Kawakatsu explained his theory of reviewing JR Tokai's business plan, etc. No topic such as differences in perception between the national and prefectural governments regarding the 47 items was discussed.

The centerpiece of the meeting was a plan to create a new system to monitor and evaluate JR Tokai's efforts to conserve water resources and the environment. The cities and towns in the basin have been calling for active involvement of the national government, and this has now begun to take shape.

At the beginning of the meeting, when Mr. Murata said, "We are preparing a new system to continuously check both water resource issues and environmental conservation from a comprehensive perspective," Governor Kawakatsu involuntarily uttered an "Oh" and said, "This is a very interesting story. This is a very interesting story.

After the meeting, Director Murata and Governor Kawakatsu each gave an interview to the press. Director Murata said, "In accordance with adaptive management, pre- and post-monitoring is very important," and that he would work to establish a new system for monitoring both water resources and environmental conservation, where JR Tokai would conduct the surveys. He said that the specific timing of the establishment of the system and the selection of personnel will be discussed in the future.
Governor Kawakatsu insists that "the entire line will be in operation by 2037.

Governor Kawakatsu praised the "Railway Bureau. They have embarked on this project in earnest. However, there are some points of concern. Regarding the monitoring organization, he said, "The character of the organization will be revealed depending on the kind of person who will serve as the chairperson. There is no denying the possibility that Governor Kawakatsu will meddle in the selection of the chairperson and try to appoint someone who is favorable to the prefecture. In the past, the prefectural government has rejected a selection plan proposed by the national government at a national expert panel, citing doubts about its neutrality.

That is not all. Governor Kawakatsu also said, "We will also ask you to monitor whether the rail yard under construction in Kanagawa Prefecture will really be ready by 2027. This is a departure from the environmental issues at the Shizuoka construction site and a call for the establishment of a monitoring system for the entire linear project. He said that he would like to consult with the Association of Local Authorities for Promoting the Construction of the Linear Line, but does he want to create an organization to monitor the linear project itself?

Regarding the discussions in the technical committee, which have made little progress, Governor Kawakatsu stated, "I have absolutely no intention of delaying the project. However, "the entire linear line will only function when it is fully open, and we must gather all our wisdom in order to open the entire line (between Shinagawa and Shin-Osaka) in 2037," he said. Governor Kawakatsu is focused on 2037, and is not interested in how close to 2027 the new Shinagawa-Nagoya line will open.

Nevertheless, if the new organization is responsible for preserving the water resources of the Oigawa River and the environment of the Southern Alps for JR Tokai, it is not a bad deal for Governor Kawakatsu, because if something unforeseen should happen, the prefecture can shift responsibility to the national government. Is Governor Kawakatsu finally moving to find a landing place in his difficult talks with JR Tokai, or is he repeating the same scene of refusing to approve the construction work based on his own arguments? We hope that Governor Kawakatsu will keep in mind that he represents the people of the prefecture in his next move.

[JP] "No remaining points of discussion" (?)

Dialogue with Shizuoka Prefecture on Linear Shinkansen: "No remaining points of discussion", JR Tokai President

JR Tokai President Shunsuke Niwa expressed his opinion on February 15 that "no issues remain to be discussed" regarding 47 points related to water resources and environmental protection that the prefecture expressed concern about during the dialogue with Shizuoka Prefecture regarding the Shizuoka section of the Central Linear Shinkansen Line. The prefecture stated that less than 40% of the total number of items in the dialogue had been completed. There is a difference in perception between the two parties, and JR Tokai intends to continue a practical exchange of views with the prefectural government.

JR Tokai made the statement at a regular press conference held in Tokyo on the same day. The Shizuoka section of the Linear Line was discussed by a national committee of experts, including members of the prefectural government's expert committee, and a report was prepared in December 2011. The chairman of the national committee stated that the 47 points had been discussed, and JR Tokai expressed the same appreciation.

On the other hand, Shizuoka Prefecture stated that of the 47 items, 17 out of 26 items for water resources had been discussed, while all items for biodiversity (17 items) and soil generated by tunnels (4 items) had not been completed.

Shizuoka Prefectural Assembly's Liberal Democratic Party Study Group Confirms Prefectural and JR Views on Linear Project

On February 20, the largest faction of the Shizuoka Prefectural Assembly, the Liberal Democratic Reform Conference, held a study session to confirm the views of Shizuoka Prefecture and JR Tokai on the construction of the Linear Shinkansen Line.

The LDP held a study session on 20 February to confirm the views of Shizuoka Prefecture and JR Tokai. The study session was held behind closed doors and lasted about two hours, during which officials from JR Tokai and Shizuoka Prefecture explained the current status of the project.

In 2023, a report on the impact of the linear construction on the natural environment will be prepared by a national panel of experts.

However, Governor Kawakatsu went on to say on the 20th that the report did not reflect the opinions the prefecture had submitted to the national panel of experts, and that other issues remained.

In February, Shizuoka Prefecture claimed that 30 of the 47 concerns it had raised with JR Tokai had not been resolved. On 20 February, the Liberal Democratic Reform Conference confirmed the respective views of the prefecture and JR Tokai and exchanged information on future issues.

Kyoudai Masuda, a representative of the LDP Reform Conference, said: "Of course the prefectural government is right. I thought it would be good if we could discuss the issues one by one in an easy-to-understand way.

As Shizuoka Prefecture continues to refuse to allow construction of the Linear Central Shinkansen Line to begin, a meeting of experts newly established by the government was held to check JR Tokai's water resource and environmental measures. In this meeting, it was confirmed that the government plans to monitor JR's measures without setting a time limit.

In December last year, an expert panel from the national government compiled a list of measures to be taken by JR Tokai.

On the 29th, the first meeting of the expert panel, which was newly established by the government, was held to check whether JR Tokai was implementing measures in accordance with the report.

During the meeting, JR explained that it would conduct surveys to determine if there were any changes in the flow and ecology of the surrounding rivers in preparation for the construction of the tunnel in Shizuoka Prefecture.

In response to this, the meeting confirmed that the members of the experts' committee would inspect the site from spring of this year and that they would monitor the measures taken by JR without setting a time limit.
Participants in the meeting: JR Tokai and Shizuoka Prefecture Vice Governor

Mamoru Uno, Vice President of JR Tokai, who participated in the meeting, said, "This meeting is based on the measures that were compiled last year, and the discussion has moved up one stage. We would like to sincerely respond to the various opinions and help all parties concerned to understand the situation.

Takashi Mori, Vice Governor of Shizuoka Prefecture, who also participated in the conference, said, "I highly appreciate the implementation of this conference in order to balance the construction of the Linear Central Shinkansen with measures to protect water resources and the environment. However, we believe that the monitoring conducted by JR Tokai is insufficient, and we would like them to discuss the issue again.

JR Tokai President Shunsuke Niwa stated at a press conference on March 7 that "the early implementation of the drilling exploration for the Shizuoka section of the Linear Central Shinkansen line and the public disclosure of the geological and groundwater conditions will reassure the people involved in the Oigawa River basin". Construction has not started due to opposition from Shizuoka Prefecture, which is concerned about a reduction in the water volume of the Oigawa River, and drilling has stopped just short of the prefectural border. City and town leaders in the watershed are calling for an early assessment.

[JP] JR Tokai: there is no need to return the water.

JR Tokai to Proceed with Advanced Drilling on the Shizuoka Prefecture Side of the Oigawa River in Response to Suspension of Water Intake Upstream of the Oigawa River

At a regular press conference held in Nagoya on March 7, JR Tokai President Shunsuke Niwa expressed the company's intention to continue the "high-speed, long-distance advanced boring" from the Yamanashi Prefecture side of the Southern Alps Linear Shinkansen Tunnel to the Shizuoka Prefecture side across the prefectural border. Although it has been pointed out that the outflow of spring water due to the boring will reduce the flow of the Oigawa River, the upstream TEPCO power plant is suspending water intake until next November due to facility improvement work, and he stated that "we have received consensus from cities and towns in the basin that there is no need to return the water.

President Niwa said, "We will not return the water to the river because [instead] about 2.5 tons of water per second (currently taken for power generation) will be returned to the river.

[JP] The Shizuoka Water & Maglev Tunnel Problem

Unread post by Miss Maglev »

リニア工事「流域市町と意思疎通を」 解決策提示要請など相次ぐ
Maglev construction "Communicate with cities and towns in the watershed"
A series of requests to present solutions, etc.

At a meeting of the Shizuoka Prefectural Assembly's Committee on Crisis Management and Living Environment on March 8, a number of members called for Shizuoka Prefecture to communicate with the 10 cities and towns in the Oigawa River basin and JR Tokai and present solutions to the problems they face. A member of the Fujinokuni Prefectural Citizens' Club, the second-largest group in the committee and close to Governor Kawakatsu Heita, also called for the prefecture to come up with a solution to the current situation as a prefecture that is promoting construction.

The 10 cities and towns in the Oigawa River basin had proposed that the high-speed, long-distance advanced boring planned by JR Tokai in the prefecture be conducted during the period when the Tashiro Dam's water intake is suspended. At a press conference held on March 7, JR Tokai President Shunsuke Niwa indicated his intention to explain the plan to the prefectural government and water users in order to implement it during the suspension of water intake.

Regarding the fact that the prefecture did not know in advance the intentions of the basin cities and towns, Motoyoshi Tsuchiya (Izunokuni City), a member of the largest group, the LDP Reform Conference, said, "JR and the 10 cities and towns are increasing their cooperation, and the prefecture always follows suit. If they are not on the same playing field, there is no way the conversation will go anywhere," he complained, and urged them to make efforts to share information.

Meanwhile, Akira Taguchi of Fuji (formerly of Nishi Ward, Hamamatsu City) suggested that the prefectural government should provide easy-to-understand information on issues related to the daily lives of prefectural residents, such as water resources and soil that needs to be treated generated by tunnel construction. The prefectural government has not approved JR's plan to place soil upstream, citing the prefectural fill regulation ordinance as the reason. Mr. Taguchi commented, "The prefectural government could tell them how to approve the project. Promoting construction and solving problems are the same thing," he advised.

[JP] 10 cities will 'conditionally' not ask for water to be returned

Unread post by Miss Maglev »

大井川流域10市町の半数以上“条件付き”で「返水求めない」 リニアボーリング調査めぐり「流域の総意」発言受けて静岡県が意向確認 「反対はしない」“消極的意見”の自治体も…

10 cities and towns in the Oigawa River Basin will 'conditionally' not ask for water to be returned ...

At a regular press conference on 13 March, Shizuoka Prefectural Governor Heita Kawakatsu confirmed the intentions of 10 cities and towns in the basin to carry out "high-speed long advanced boring", a preliminary stage of tunnel construction, in Shizuoka Prefecture during the construction period of the power generation facilities at the Tashiro Dam upstream of the Oigawa River, where water intake will not be carried out. As a result, more than half of them replied that they would not demand the return of the water, subject to certain conditions.

At a meeting held on 25 February between JR Tokai President Shunsuke Niwa and cities and towns in the Oigawa River basin, Shimada Mayor Kinuyo Someya said that the city would not ask for the return of water if drilling is carried out during the period when water intake is suspended due to the construction of power generation facilities from February 2024 to November 2025. The mayor of Shimada City, Kinuyo Someya, said that she had conveyed to JR Tokai the "consensus of the watershed" that they would not demand the return of the water.

In response, Governor Kawakatsu told a press conference on 26 February: 'We need to confirm whether this was the consensus. Subsequently, the division in charge of the project telephoned 10 cities and towns in the basin to confirm their intentions, and more than half of them replied that they would not ask for the return of water, provided that the amount of water flowing out of the prefecture during the construction of the power plants was within the range of the amount of water that would increase in the Oi River as a result of the suspension of water intake.

Governor Kawakatsu explained that there were other opinions that could be seen as negative: "We are not opposed to the idea of not returning the amount of water flowing into the river.

Governor Kawakatsu also noted that a prefectural committee on water resources and biodiversity will meet in April to discuss the implementation of high-speed, long-distance advanced borehole drilling.

The high-speed, long-distance advanced borehole drilling survey is being conducted in Yamanashi Prefecture, 459 metres from the border with Shizuoka Prefecture, and has been suspended since October 2023 due to equipment maintenance. He also said that he would like to explain the project to the prefectural government and water users to gain their understanding.
