Soft ground delays tunnel work on maglev line by 5 years

Construction of the Chuo Shinkansen Line's maglev tunnel in Aichi Prefecture has been delayed by over five years, now set for completion in January 2030, due to unexpectedly soft ground found in a 4.5-kilometer section of the Chukyo Area Tunnel No. 1 between Gifu and Nagoya. Central Japan Railway Co. (JR Tokai) announced that while 70 percent of the work is done, new excavation methods will be implemented to address the softer soil. The remaining 0.9 km of the tunnel will be excavated with careful geological checks. This delay, however, will not affect the overall project, with the Tokyo-Nagoya maglev service expected to launch by 2034. Originally planned for 2027, the opening was already postponed due to issues with starting construction in Shizuoka Prefecture.

[JP] Central Alps Tunnel

Unread post by latestnews »

On January 16, 2025, JR Tokai announced that the main tunnel of the "Central Alps Tunnel" for the Maglev Chuo Shinkansen had successfully crossed the Nagano-Gifu Prefecture border. The tunnel, which spans approximately 23 kilometers, connects Iida City in Nagano Prefecture to Nakatsugawa City in Gifu Prefecture. This announcement was made during a meeting in Nagiso Town, where JR Tokai officials reported the progress of the construction.

At the western end of the tunnel, near the Yamaguchi construction zone, work has been advancing from Nakatsugawa City toward Nagiso Town. As of the end of 2024, around 2,500 meters of the tunnel had been completed. The tunnel reached the prefectural border in October 2024 and is now around 80 meters past it.

JR Tokai representatives also discussed other construction areas, including the Hirsose zone in Nagiso, where necessary inclined shafts are being dug, and the Ogoe zone, where further tunneling work continues. The project is a critical part of the Chuo Shinkansen Maglev line, which aims to provide a faster and more efficient transportation link between Tokyo and Nagoya. The Central Alps Tunnel is one of the major engineering challenges for this high-speed Maglev project.

Link Between Linear Chuo Shinkansen Construction and Gifu Ground Subsidence Confirmed by JR Central

JR Central announced on January 18 that the ground subsidence near the Linear Chuo Shinkansen tunnel construction site in Ōtsu Town, Mizunami City, Gifu Prefecture, is highly likely linked to a drop in groundwater levels caused by construction activities. The company stated it would address damages to affected homes based on national compensation standards.

The issue surfaced in February 2024 when water inflow was detected during tunnel excavation, leading to a noticeable drop in groundwater levels in nearby wells. Analysis of satellite data and geological surveys revealed that groundwater depletion compressed the surrounding layers of sand and clay, causing subsidence. By January 14, 2025, the maximum recorded subsidence reached 7.7 centimeters since May 2024, with further subsidence of several centimeters anticipated.

JR Central had previously been uncertain about the link between subsidence and construction but has now acknowledged the correlation. Tunnel work was suspended in May 2024 following confirmation of the subsidence. Investigations have been completed for 47 properties in the area, and compensation procedures are underway.

[JP] Water Level Decline in Mizunami: Countermeasures Delayed Until April

Unread post by latestnews »

Water Level Decline in Mizunami: Countermeasures Delayed Until April

In Mizunami City, Gifu Prefecture, a water level decline issue has arisen due to tunnel construction for the Linear Chuo Shinkansen, with spring water gushing out and surrounding well water levels dropping. On January 18, JR Central held a closed-door residents' briefing, revealing that measures to halt the water flow might not be finalized until April or later.

In the Ōkute district of Mizunami, the tunnel construction caused groundwater to emerge, leading to water level drops exceeding 50 meters in some areas. JR Central explained that this decline might continue for about a year, potentially dropping an additional 5 meters. The issue has also caused subsidence of up to 7.7 centimeters, with further declines of several centimeters anticipated.

JR Central initially planned to inject cement deep into the surrounding ground to stop the water flow. However, the risk of tunnel damage due to water pressure has delayed the decision on countermeasures. The company stated that further evaluation is needed before finalizing an approach.

A 70-year-old resident who attended the briefing urged JR Central to publish data in an easily understandable format to help residents grasp the situation.

[JP] Ground Subsidence in Gifu Linked to Maglev Tunnel Construction

Unread post by latestnews »

Ground Subsidence in Gifu Linked to Maglev Tunnel Construction, JR Tokai Investigates Impact"

Ground subsidence in Gifu Prefecture is likely linked to tunnel construction for the Chuo Shinkansen Line, also known as the maglev line, according to Central Japan Railway Co. (JR Tokai). In the Okute district of Mizunami City, where the subsidence occurred, several locations, including wells and reservoirs, have reported a drop in water levels since February 2024.

The subsidence, which was most pronounced last August, reached a maximum of 7.7 centimeters. JR Tokai is investigating whether this land sinking is connected to the nearby tunnel construction.

The company has received around 10 inquiries from local residents regarding the impact of the subsidence on their homes and is considering compensation for affected properties. Initially, JR Tokai planned to open the Shinagawa-Nagoya section of the line in 2027, but delays in tunnel construction have pushed the opening to no earlier than 2034.

[JP] JR Tokai Urged to Address Groundwater and Subsidence Issues at Linear Shinkansen Site

Unread post by latestnews »

A meeting of Gifu Prefecture's Environmental Impact Assessment Committee was held on January 22 to discuss ongoing issues at a construction site for the Linear Chuo Shinkansen tunnel in Mizunami City. Water has been seeping from the tunnel, causing a drop in water levels in surrounding wells and ground subsidence. JR Tokai, the project’s managing company, believes that the groundwater outflow caused by the construction is likely to blame.

During the meeting, JR Tokai representatives explained that they are considering injecting cement deep into the surrounding ground to stop the water flow, but this method could risk damaging the tunnel. They forecast that a decision on this approach will not be made until after April, though no other effective solutions have been found.

Experts at the meeting urged JR Tokai to take swift action, emphasizing that merely monitoring the ground subsidence is insufficient. They also requested a clear timeline for when countermeasures will be implemented. Mizunami City Mayor Koji Mizuno echoed these concerns, stating that residents have expressed strong opposition to resuming construction unless a solution to the subsidence and water level issues is found.

Additionally, JR Tokai reported that in Nakatsugawa City, a section of road directly above the tunnel had sunk by about three centimeters. This was attributed to the tunnel's thin ceiling, which is just nine meters beneath the road. However, no significant impacts on traffic or nearby homes were noted.

JR Tokai has resumed construction of the Linear Chuo Shinkansen tunnel in Machida, Tokyo, on January 23, 2025, after a three-month pause due to water and air bubbles surfacing from a residential yard near the construction site. The issue, first discovered in October 2024, occurred when water and air bubbles were observed coming up from the ground, prompting an immediate halt to excavation activities. JR Tokai launched an investigation and found that the cause of the issue was a combination of factors, including the absence of a clay layer to block water and air between the tunnel being dug and the surface, approximately 40 meters underground.

As a result of the findings, JR Tokai devised a series of preventive measures to ensure that similar issues would not recur. These measures include more precise control of pressure during excavation to avoid disturbing the surrounding ground and water flow. With these steps in place, JR Tokai resumed work on the tunnel project, which is crucial for the upcoming Linear Chuo Shinkansen line, a high-speed rail route that will eventually connect Tokyo and Nagoya.

The company has emphasized its commitment to carrying out the work carefully and ensuring that the project continues without further interruptions. In addition to implementing new safety measures, JR Tokai will continue regular inspections of the site to monitor progress and prevent any unforeseen problems. Despite the setback, the company is confident in the safety and feasibility of the project moving forward, and construction is set to proceed with heightened caution and oversight.

[JP] Criticism of JR Tokai: Inadequate Explanations and Investigations into Air Bubbles Issue in Machida

Unread post by latestnews »

On January 22, Takashi Yamao, a member of the House of Councillors from the Japanese Communist Party, visited JR Tokai's Tokyo construction office to press the company for answers regarding a serious issue that has arisen from ongoing tunnel construction work for the Linear Shinkansen project in the Machida area of Tokyo. This issue involves the unexpected surfacing of air bubbles and water from a private property, which is believed to be caused by the underground digging work. Yamao was accompanied by local officials, including Machida City Council member Miho Tanaka, Shinagawa City Council member Hiroko Suzuki, and several residents from the affected area.

The controversy stems from the fact that JR Tokai had previously provided a vague explanation, stating that the bubbles were due to air emerging through a man-made hole. However, during his visit, Yamao questioned the company further, and JR Tokai admitted that the hole could potentially be linked to a nearby old well, though they did not entirely rule out other causes. This raised even more concerns, as the company had not properly identified the exact cause of the bubbling phenomenon, nor had they conducted any investigation into the well or surrounding areas to ascertain whether it was contributing to the issue.

Moreover, JR Tokai revealed that their investigation of ground stability had only extended to a depth of 1.5 meters underground. This limited scope of the investigation further fueled suspicions that the company was not taking the problem seriously or carrying out adequate due diligence. The company also acknowledged that they had not yet obtained the consent of the landowners affected by the bubbling issue, indicating that they were considering resuming tunneling operations without the agreement of the people most directly impacted by the situation. This raised further alarm among local residents and elected officials, who questioned JR Tokai's commitment to ensuring the safety and well-being of the community.

Yamao, during his visit, strongly criticized JR Tokai's handling of the situation. He argued that the company should not resume tunneling work without providing a thorough and clear explanation of the cause of the air bubbles and water surfacing, nor should they proceed without obtaining the consent of the affected landowners. He emphasized that resuming work without addressing these concerns and without proper agreement from the residents would be irresponsible and unacceptable.

The situation was further complicated by similar bubbling incidents reported in Shinagawa Ward, where air bubbles emerged in a local river. Local officials, including Hiroko Suzuki, pointed out that JR Tokai had initially downplayed the connection between these occurrences and the tunneling activities, stating that no clear relationship had been established. However, following this statement, the Shinagawa District Office formally requested that JR Tokai investigate the potential link. In response, JR Tokai acknowledged that they had not completely ruled out the possibility of a connection but ultimately failed to engage fully with the request for a thorough investigation.

This ongoing situation has raised significant concerns regarding transparency, accountability, and safety in the construction of the Linear Shinkansen. Local residents, elected officials, and experts alike are calling for more thorough investigations into the cause of these issues, more transparency from JR Tokai, and for the company to take greater responsibility for the environmental and social impacts of their large-scale infrastructure project. Yamao's visit and his outspoken criticism of the company's handling of the matter highlight the growing frustration and demand for greater accountability in this controversial project.

[JP] JR Central Links Ground Subsidence to Chuo Maglev Construction

Unread post by latestnews »

JR Central announced on January 18, 2025, that ground subsidence near the tunnel construction site of the Linear Chuo Shinkansen in Mizunami, Gifu Prefecture, is likely caused by the ongoing construction activities. The subsidence occurred in Okuchi Town, where groundwater levels dropped during tunnel excavation, causing issues with nearby wells. After investigating using satellite data and geological surveys, JR Central determined that the reduction in water levels likely led to the compression of underlying sand and clay layers, resulting in ground subsidence.

In the past, JR Central had stated that the connection between subsidence and construction was unclear, but now they confirm the link. As of January 14, the ground had sunk by up to 7.7 cm since late May of the previous year, and further subsidence of several centimeters is possible. The company had paused construction in May 2024 and found evidence of ground sinking in the area. By mid-January 2025, they had completed inspections of 47 homes affected by the subsidence and began compensation procedures according to national guidelines. JR Central continues to monitor the situation closely.
