On August 20, JR Central introduced a new approach to address potential ecological impacts from tunnel construction for the Chuo Shinkansen (Maglev) project in the Southern Alps. If the work affects local stream ecosystems, the company plans to implement ongoing efforts not just to mitigate damage but to actively promote biodiversity restoration.

The discussion took place during a subcommittee meeting focused on six of the remaining 17 unresolved conditions set by Shizuoka Prefecture for project approval — all related to biodiversity. Eleven out of the 28 total conditions have already been agreed upon.

JR Central’s proposed measures include thinning trees to allow more sunlight to reach streams, improving habitats for aquatic life, and creating riverbeds within water diversion tunnels to support wildlife.

Additionally, starting next month, JR Central will begin surveys of flora and fauna in the upstream areas of 11 streams considered safe for research, with results expected by January 2026.

Shizuoka Vice Governor Sho Hiraki emphasized the importance of careful investigation and viewed the announcement of a survey schedule as a significant step forward. Subcommittee Chair Toshiro Kishimoto also noted that the investigations will provide a scientific foundation to assess current conditions and potential impacts.

Gifu, Japan – JR Central Proposes New Fix for Maglev Tunnel Water Problem

Central Japan Railway (JR Central) is proposing new measures to address groundwater problems at its Chuo Shinkansen maglev construction site in Mizunami, Gifu Prefecture, where water has been seeping from tunnels, drying up nearby wells and causing land subsidence.

The company had initially planned to inject cement into the surrounding ground to stop the seepage, but scrapped the idea, citing the risk of damaging the tunnel from water pressure.

On Friday, JR Central submitted a report to a Gifu Prefectural review board outlining the incident and its previous response efforts. The company acknowledged that the canceled cement-injection plan would not have restored groundwater levels to normal.

Instead, JR Central is now proposing to install reservoirs and other facilities to help rainwater infiltrate the ground, and even dig rice paddies several meters deeper to channel water back into the aquifer.

Company officials say they will consult experts and seek feedback from local residents before finalizing any plan.

Get the Chinese to use their TBM experience to just drive a single waterproof 14 meter diameter tunnel with a single guideway between passing stations at cities allowing overnight container trains to kill half the trucks and all the planes.
