Early construction of Shizuoka section requested

On August 10, a general meeting of the Alliance for the Promotion of the Construction of the Central Linear Shinkansen, made up of the prefectural government, municipalities in the prefecture, the Nagoya Chamber of Commerce and Industry, and the Chubu Economic Federation, issued a formal written statement. It calls for the central government and JR Tokai to develop the Shizuoka section, which Shizuoka Prefecture has not allowed to start, as soon as possible while reducing the impact on the natural environment of the section.

Maglev line starting date still up in the air as costs keep rising

Maglev line starting date still up in the air as costs keep rising

Central Japan Railway Co. (JR Tokai) initially planned to have the Chuo Shinkansen Line in operation between the capital’s Shinagawa Station and Nagoya Station in 2027, with a later connection to Osaka.

The maglev line will go through Shizuoka Prefecture, but the prefectural government has raised concerns that construction work could change the volume of water available along the Oigawa river, which runs through the prefecture and is part and parcel of residents’ livelihoods.

JR Tokai is trying to win over municipal governments in the prefecture, but those talks are in the very early stages.

The planned maglev line will have no train stop in Shizuoka Prefecture, so residents expect no direct benefits from the project.

Although there is no indication of how long the prospective opening date will be put off, the total project cost estimate has grown to 10.5 trillion yen ($95 billion).

[...]

In April, it was learned that the construction cost projection for the Shinagawa-Nagoya section had grown by 1.5 trillion yen because of anti-quake measures and other factors.

The estimate for the entire project, including the eventual extension to Shin-Osaka Station, has grown from 9 trillion yen to more than 10 trillion yen.

JR Tokai was initially expected to pay the costs on its own.

The administration of Prime Minister Shinzo Abe, however, extended 3 trillion yen in low-interest loans for the project to move up the prospective opening date of the entire line from 2045 to 2037.

[...]

The injection of taxpayers’ money has made it difficult for JR Tokai to press ahead with the plan based on its managerial business decision alone.

The delay in the opening has started to affect urban development projects in service areas.

Nagoya Railroad Co., for example, has put off plans to erect a high-rise building outside Nagoya Station by 2027.

JP Prime Minister: "Open the Shinagawa-Nagoya line as soon as possible"

On January 4, Prime Minister Kishida held a press conference after visiting Ise Jingu Shrine in Ise City, Mie Prefecture, and revealed his determination to open the Linear Central Shinkansen at an early date (photo by Yoichi Hayashi). Regarding the interim report compiled in December last year by a national expert panel discussing the issue of the amount of water in the Oi River in the Shizuoka section, he said, "We will work to realize the early opening of the linear line by using the report, striving to gain the understanding and cooperation of the local community, and reducing the impact of tunneling on the ecosystem. We will work to realize the project as soon as possible.

Regarding the extension of the line between Nagoya and Osaka, he said, "Adjustments are being made regarding the location of stations, and the Ministry of Land, Infrastructure, Transport and Tourism is providing the necessary technical advice and cooperation for an early response. First of all, we aim to open the Shinagawa-Nagoya line as soon as possible, and then we will start construction of the Nagoya-Osaka line as soon as possible.

Gov. Abe and President of JR Tokai hold talks on linear maglev construction

Governor Moriichi Abe and President Shin Kaneko of the Central Japan Railway Company (JR Tokai) held an online meeting on the construction of the Linear Central Shinkansen. At the beginning of the meeting, which was open to the public, Governor Abe said that the landslide that occurred in Atami City, Shizuoka Prefecture due to fill dirt has "raised the interest of the local community about the soil generated" and asked for "more careful explanation to the local community. President Kaneko said, "It is important that we continue to communicate closely with the local community and gain their understanding as we proceed with the construction.

In an interview after the meeting, Governor Abe reiterated his request for careful explanations and responses to local residents regarding measures to prevent the recurrence of occupational accidents, early completion of the construction area in the prefecture, early indication of the opening date, and traffic safety for construction vehicles. He also asked for cooperation in securing the number of train stops at the time of the opening, promoting tourism in the region, creating a decarbonized society, and protecting the environment in the Southern Alps region.

Governor Abe said, "I believe that JR Tokai's goal of an early opening has not changed. I hope that they will proceed with the project as soon as possible with the understanding and cooperation of everyone concerned.

JR Tokai to invest 375 billion yen in the Linear Maglev in 2022

Unread post by Miss Maglev »

JR Tokai announced that it will invest 375 billion yen in the Linear Central Shinkansen project in fiscal 2022/23, a 13% decrease from the previous financial year plan. Overall capital investment will be reduced for the first time in nine years to 683 billion yen, down 9% from the plan for the fiscal year ended March 31. In addition to the fact that the acquisition of land for the site has come to a halt, another underground tunnel construction project that is proceeding in a similar manner has caused a cave-in accident, which will affect the speed at which the linear construction work is being carried out.

Regarding the scheduled opening date of the Linear Linear line in 27, Kaneko reiterated on March 24 that "it is difficult to predict when construction in Shizuoka Prefecture is not expected to start. Investments for construction in Shizuoka Prefecture are not included in the current plan.

[JP] Concerns about further delays for the Chuo Maglev Shinkansen

Unread post by Miss Maglev »

Concerns about further delays in the Linear Line, expert panel to conduct site survey by fall.

On August 8, the Ministry of Land, Infrastructure, Transport and Tourism held a meeting of a panel of experts to discuss environmental protection measures for the Shizuoka section of the Linear Central Shinkansen Line, construction of which has not been approved by Shizuoka Prefecture due to concerns about environmental impact. The committee has been discussing the impact on water resources, but has now shifted its focus to ecosystems and other issues. By this fall, the committee will conduct field surveys and interviews with concerned parties. The committee will then organize the issues to be examined, including the items to be examined and their scope, and begin full-fledged discussions.

A Ministry of Land, Infrastructure, Transport, and Tourism official explained that there is "absolutely no timetable" for the conclusion of the expert panel, and with the inevitable postponement of JR Tokai's planned 2027 opening of the Tokyo-Nagoya line, there is concern that further delays will occur.

In December of last year, the expert panel compiled an interim report on the impact on water resources, stating that "it is possible to maintain the flow rate," but the prefecture and JR Tokai are still discussing specific measures to be taken.

[JP] The Alliance for the Promotion of the Linear Central Shinkansen Construction Project

Unread post by Miss Maglev »

On March 3, a general meeting was held at a hotel in Tokyo by the Alliance for the Promotion of the Linear Central Shinkansen Construction Project, an organization of prefectures along the Shinkansen line. It was the first time in three years that the meeting was held face-to-face due to the outbreak of the new coronavirus.

About 180 people from various prefectures attended the meeting, including Nobuichiro Seki, Vice Governor of Nagano Prefecture. The meeting called for the early start of construction of the Shizuoka section of the Shinkansen line, which has not yet been started, with the understanding of local governments, and resolved to "continue to study concrete measures for the earliest possible opening of the entire line and to take further measures.

Under the National Shinkansen Railway Development Act, local governments are responsible for site negotiations for main lines and stations for the Linear Project, even if the project is "privately operated" by JR Tokai. In Nagano Prefecture, the Linear Improvement Promotion Bureau, established in 2015, is in charge of the county section.

The Federation of Economic Organizations for Promoting the Construction of the Linear Central Shinkansen Line, consisting of economic organizations in nine prefectures, held a general meeting in Tokyo and adopted a resolution to "unite and cooperate in a strong campaign" for the early construction of the entire line. A written request based on the resolution was submitted to the Ministry of Land, Infrastructure, Transport and Tourism.

Chairman Ado Yamamoto emphasized that a huge economic zone can be created by connecting three major metropolitan areas in a short time, and that "the effects will be maximized only if the entire line between Tokyo and Osaka is constructed as soon as possible.

Governor Heita Kawakatsu of Shizuoka Prefecture has not approved the start of construction of the Shizuoka section, making it difficult for the Shinagawa-Nagoya line to open in 2027, as originally planned.

The nine prefectures are Tokyo, Kanagawa, Yamanashi, Nagano, Gifu, Aichi, Mie, Osaka, and Nara. The economic organization in Shizuoka Prefecture is not a member.

Prime Minister Kishida: "This is the year to take a big step toward the full opening of the Linear Line".
岸田首相 リニア“全線開業に向け大きな1歩を踏み出す年に”

Prime Minister Kishida stated at the New Year's press conference that he would like to make a big step toward the full opening of the Linear Central Shinkansen Line, and that he would make a final decision by the end of this summer on how much the frequency of Shinkansen stops can be increased at stations in Shizuoka Prefecture after the opening of the Linear Shinkansen Line.

Shizuoka Prefecture has refused to allow construction to begin in the prefecture, citing the impact on the Southern Alps ecosystem.

Prime Minister Kishida stated at his New Year's press conference on January 4, "This is the year we will take a big step forward toward the opening of the entire line. Regarding the Shizuoka construction zone, we will further promote coordination with local governments and discussions at the Ministry of Land, Infrastructure, Transport and Tourism's expert committee regarding water resources and environmental conservation.

The government hopes to gain the understanding of Shizuoka Prefecture, which has not approved the start of construction. Governor Kawakatsu, on the other hand, was asked at his New Year's press conference how he would proceed with the discussion of the Linear Central Shinkansen, and he expressed his cautious attitude, saying, "If it is not absolutely necessary to do it now due to ecological, fill, and water quality issues, we should consider it slowly.

A general meeting of the Alliance for the Promotion of the Construction of the Linear Central Shinkansen, an organisation of local governments and business organisations in Aichi Prefecture, was held to discuss the early construction of the Linear Shinkansen. The meeting adopted a resolution calling on the government to start construction earlier in areas where Shizuoka Prefecture has not approved the start of construction, and to provide support for improving the convenience of Nagoya Station.

The general meeting, held in Nagoya City, was attended by more than 270 people, including members of the Diet, mayors of municipalities and representatives of business organisations related to Aichi Prefecture.
At the beginning of the meeting, Governor Omura, who is also the chairman, said: "The Linear Central Shinkansen is a national project that will be a driving force for Japan's growth. The acquisition of land for Nagoya Station for the Linear Line has almost been completed, and we will make every effort to realise the opening of the line as soon as possible.
The AGM then adopted a resolution calling on the national government and JR Tokai to expedite the development of the line.

Among the resolutions:
▼ The resolution calls for early commencement of construction work on sections where Shizuoka Prefecture has not approved the start of construction, while seeking the understanding of local municipalities and other parties.
The resolution also calls for
▼ improving the terminal function of Nagoya Station to enhance the convenience of transit, and
▼ actively supporting the improvement of the transport network and urban development around the station to enhance the various effects of the opening of the new line.

The Alliance plans to submit the contents of the resolution to the Ministry of Land, Infrastructure, Transport and Tourism, etc.
