Ahead of the start of the underground tunneling work for the "Linear Central Shinkansen" in Tokyo, JR Tokai held a briefing session for residents of Tokyo residential areas directly above the construction zone to seek their understanding of the safety measures for the work.

The briefing was held in Shinagawa Ward, Tokyo, on August 8, for residents of residential areas in Shinagawa, Ota and Setagaya Wards, which are located on the route of the section where tunneling work will be carried out at a depth of more than 40 meters.

Last year, a construction error in the Tokyo Outer Ring Road tunnel, which is also being built at a great depth, caused the land to sink and a hollow to form in a residential area directly above the tunnel in Chofu City, Tokyo, and repairs, countermeasure work, and compensation are still being negotiated. The sinking and cave-ins were caused by too much soil being removed during the excavation of the tunnel.

The following is an overview of the construction and safety measures explained to the residents by JR Tokai.

Depth and ground
JR Tokai explained that the tunneling work for the Linear-Central Shinkansen will take place in a deeper place than the tunnel for the Tokyo Outer Ring Road. The Tokyo Outer Ring Road tunnel, which was found to have sinks and cavities on the surface, is 47 meters deep, while the 8.2 km section from Shinagawa Ward, which was the subject of the briefing, is up to 90 meters deep. The ground in the area is said to be harder and tighter than the ground where the tunnel excavation work for the Tokyo Outer Ring Road was carried out.

Thorough construction management
In addition, since the tunnel excavation work for the Tokyo Outer Ring Road caused cave-ins and voids due to excessive soil removal, the government has decided to strictly control the amount of soil taken in, and to check frequently for changes in the geology and other factors to ensure thorough construction management.

Strengthening the monitoring of the ground surface
The monitoring of changes in the earth's surface will also be strengthened.
In addition to using satellites to check for abnormalities such as sinking of the ground surface, they will also continue to monitor the tunnel construction sites with vehicles for a while.

Survey of houses before construction
Since the tunneling work of the Tokyo Outer Ring Road caused damage to houses and the ground, a survey will be conducted to check the current status of thousands of houses in an 80-meter wide area along the tunnel route before the work is started, in order to alleviate the concerns of the residents.
