Nobuko Motomura, a member of the House of Representatives, asks a question at the House General Affairs Committee on August 8.


At a meeting of the House of Representatives General Affairs Committee on August 8, Nobuko Motomura, a member of the Japan Communist Party, raised the issue of a 1.5 trillion yen increase in construction costs for the Central Linear Railway Shinkansen project being promoted by JR Tokai and called for a halt to the project.

 JR Tokai says the increase is due to 500 billion yen to deal with difficult construction, 600 billion yen for earthquake countermeasures, and 300 billion yen to secure a place to use the soil generated.

 Mr. Motomura asked if the 1.5 trillion yen would include measures to deal with the Tokyo Outer Ring Road cave-in accident involving deep underground (40 meters or more underground) and measures to reduce the water level of the Oi River. Mr. Hideo Onishi, Vice Minister of Land, Infrastructure, Transport and Tourism, replied that only the countermeasures for the cave-in and the study on the Oigawa River's water source "have been included after estimating the additional cost.

 Mr. Motomura demanded additional boring surveys and preliminary house surveys for the linear line in response to the Outer Ring Road cave-in accident. MLIT Vice-Minister Shuji Eguchi replied, "We are considering this at JR Tokai".

 Mr. Motomura pointed out the error in the MLIT's reply that the assumption of the construction cost was reasonable, and pursued the idea that a re-evaluation of the linear project should be conducted. Vice Minister Onishi responded, "In cooperation with the Japan Railway Construction, Transport and Technology Agency, we will investigate and confirm the implementation status of the linear project, including the certainty of reimbursement (of FILP). Mr. Motomura stressed that the arrogant linear project, which will take away the natural environment, the living environment, and even the water that sustains life, must be stopped.

 JR Tokai's general meeting of shareholders was held in Nagoya City on June 23, and shareholders asked a series of questions about the delay in the opening of the Linear Central Shinkansen. Mamoru Uno, vice president of the company, mentioned that Governor Heita Kawakatsu, who was elected in the Shizuoka Prefecture gubernatorial election on March 20, appealed for opposition to the construction in the prefecture and mentioned that the route would be changed.

 JR Tokai has set 2027 as the target for the opening of a linear line between Shinagawa and Nagoya, but it is now looking hopeless. Mr. Shii (Communist Party of Japan) criticized the Linear Central Shinkansen project, saying, "Can we allow the central government and the prefecture to run amok in unison?" He pointed out the following problems:

(1) electricity consumption three to four times that of the Shinkansen,
(2) environmental destruction caused by the construction itself, and
(3) total construction costs that could balloon to who knows what level.

Mr. Shii pointed out that Kanagawa Prefecture will also be severely affected by the new station project, as the local government will bear the cost of station area development and the dangerous deep underground tunnel project. He appealed to the local residents to support the Communist Party and stop the environmentally destructive and wasteful Linear Chuo Shinkansen project.

Just because China will never be able to go 600 km/h with only 1 cm clearance the communist party of Japan wants to stop it.
