JR Tokai to invest 430 billion yen in the Linear Project in fiscal 2021

JR Tokai has announced its priority measures and related capital investment plan for FY2021. The consolidated capital investment amount is 748 billion yen, with 430 billion yen to be invested in the Linear Central Shinkansen project.

The company will invest 430 billion yen in the Central Linear Railway project, and will work toward the early opening of the line between Shinagawa and Nagoya stations. Regarding the Shizuoka section of the Minami-Alps Tunnel, for which construction has not yet begun, JR Tokai says it plans to contribute to the expert meeting organized by the Ministry of Land, Infrastructure, Transport and Tourism and work to resolve the concerns of people in the Oigawa River basin.

The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has set up an "expert panel" to examine the conflicts between the two sides from a neutral standpoint, but the Shizuoka Prefecture is objecting to the panel itself, claiming that the discussions are moving in a direction that favors JR Tokai.

Kawakatsu, the governor of Shizuoka Prefecture, has often expressed his support for the construction of the Linear Central Shinkansen. But the reason why he has decided to halt the construction may be due to his "prefectural people first" stance. It is natural for elected prefectural governors to put the interests of their constituents first and to adopt policies that might appear to be

However, there are serious reasons substantiating the governer's negative attitude: The construction of the Minami-Alps Tunnel in Yamanashi, Shizuoka, and Nagano prefectures for the Linear-Central Shinkansen will reduce the water supply of the Oi River. This will have a major impact on businesses and farmers in the middle and lower reaches of the river who use surface water and groundwater, as well as many people in the basin who use it for drinking water. These are not trivialities, but weighty aspects that should make it necessary to think about ways to minimize these negative consequences. The governor's rejection of quick approval appears justified from this perspective.

It is not surprising that People in the Oigawa River basin have become concerned after receiving just fragmentary information from JR Tokai about the spring water in the Minami-Alps Tunnel. JR Tokai responds to 10 cities ...

 In March, 10 cities and towns in the Oi River basin submitted a letter of request to the JR Central asking the company not to start construction without the understanding of the local communities.
On April 15, JR Tokai responded in writing. JR Tokai said that the understanding of the residents is important, and that JR Tokai will explain the situation to the cities and towns later, at an appropriate stage.

The government's expert panel is still discussing the impact of the tunnel construction in the Southern Alps on the Oigawa River basin, and the 11th meeting is scheduled to be held on April 17th.

Increased costs for anti-earthquake measures & terminal stations

The railway company had initially planned to start its high-speed maglev train services between Tokyo and Nagoya in 2027. But the plan has been delayed as Shizuoka Gov. Heita Kawakatsu is opposed to building a tunnel in a mountainous area in the prefecture due to environmental concern.

"There is no fresh information" on the plan, said JR Central President Shin Kaneko at a press conference, admitting the opening in 2027 remains difficult.

JR Central said it has added 1.5 trillion yen to its budget to build the maglev train route, bringing the total up to 7.04 trillion yen, due to extra money needed for the construction of terminal stations in Tokyo and Nagoya, as well as increased costs for anti-earthquake measures.
