Nara Gov. Arai plans to use sediment from linear railway construction for wide-area disaster prevention

JR Tokai sends results of environmental assessment of Shimojo site to prefectural government and village

On January 26, JR Tokai sent the results of an environmental research and environmental impact study of the planned site in Mutsuzawa, Shimojo Village, where the residual soil generated by the tunnel construction of the Central Linear Shinkansen will be stored, to the prefecture and the village.

Prefectural Government Judges Site as Disaster Hazardous, But Does Not Explain to Local Residents


At least two of the candidate sites for the disposal of "surplus soil" from the construction of the Linear Central Shinkansen tunnel, in Iida City and Achi Village, were determined by the prefectural government to be at risk of landslides and debris flows. The prefectural government did not explain the dangers to the local residents and "should have provided" the information.

According to the prefectural government, the construction of the Linear Central Shinkansen tunnel in the prefecture is expected to generate approximately 9.5 million cubic meters of "overburden" as a result of excavation. There are 14 locations, mainly in the Minami-Shin region, that have already been selected as dumping sites for the remaining soil, and about 30 locations that are being considered as candidate sites.
Of these 30 candidate sites, at least two, in Iida City and Achi Village, have been determined and announced by the prefecture to be at risk of landslides and debris flows.
The upper reaches of the Shimizusawa River in Tatsue, Iida City were classified as "Mudslide Hazardous Streams," and the Kurarasawa River in Seinaiji, Achi Village was classified as a "Collapsed Landslide Hazard Area" with a high risk of landslides. There are no legal restrictions on the use of the land. The prefectural government has failed to explain the danger to the local people in either case.

The Prefectural Linear Improvement Promotion Office said, "The 'Mudslide Hazardous Streams' and 'Collapsed Landslide Hazard Area' are not designated by law, and there are no legal restrictions, so we did not explain them to the local people. We should have provided them with this information.

There are several other areas in the candidate sites that are at risk of mudslides and debris flows, and the prefectural government will consult with JR Tokai and explain the situation to local residents.
