MLIT Issues Interim Summary for Formulation of National Spatial Strategies

 The Ministry of Land, Infrastructure, Transport and Tourism held the 24th meeting of the National Land Council (Chairman: Takeshi Nagano, Chairman of Tokio Marine Holdings, Inc. The Planning Subcommittee (Chairman: Mr. Tomoya Masuda, President and Representative Executive Officer of Japan Post) reported on the "Interim Summary of the National Spatial Strategies (National Spatial Strategies).

 The interim report listed the following issues to be addressed by the National Spatial Strategy: addressing the declining population, aging society with fewer children, coping with the risk of major disasters, addressing climate change (becoming carbon neutral), reducing the concentration of people in Tokyo, securing functions essential for local communities, strengthening international competitiveness, and ensuring a stable supply of energy and food.

 Based on these issues, the following priority measures will be implemented in the future: "New lifestyle zones designed by local stakeholders themselves using digital technology - regional lifestyle zones," "Evolution of the world's only new metropolitan area that enables all lifestyles and economic activities according to diverse needs - super mega-regions," and "Structural transformation and reallocation of industries to complement and enhance functions. "A national land where functions complement each other through structural transformation and reallocation of industries: industrial reallocation in 2025," and "Strengthening measures to promote a management concept that provides direction for appropriate land use and management under a declining population with the support of local residents themselves and government officials (National Land Use Plan). By promoting these measures, the government hopes to contribute to the formation of a sustainable national land, bottom-up growth from the regions to the nation as a whole, and the correction of the concentration of people in Tokyo.

 Regional lifestyle zones refer to new lifestyle zones that will maintain and improve the functions essential to daily life in the future through the co-creation of various public and private entities in each region, (2) thorough use of digital technology, (3) optimization of convenience for consumers and businesses, and (4) independent thinking and action based on the four principles of lateral thinking.  The evolution of the super mega-region will see a series of blocs, including Tokyo, Nagoya, and Osaka, united to form one of the world's largest new metropolitan areas through the opening of the Linear Central Shinkansen Line, the use of 5G, and the realization of automated driving. The goal is to create a metropolitan area that is unparalleled in the world for its ability to offer diverse lifestyles and economic activities.

 In the industrial redistribution of 2021, we will simultaneously solve the problem of realizing a sustainable economy and reducing the risk of major disasters through the construction of regional living areas and the formation of a new metropolitan area by taking the opportunity of industrial transformation for the realization of CN.

 As principles for resolving issues that should be commonly adopted, the committee also indicated "public-private co-creation that maximizes the power of the private sector," "thorough use of digital technology," "optimization of convenience for consumers and businesses," and "cross-disciplinary thinking".

 Committee members commented, "I would like to see a grand design," "I have the impression that a super mega-region relying on transportation is a bit outdated," and "A backup system for the capital's functions must be established.
