On September 24, the Japan Congress of Journalists (JCJ) presented the JCJ Award for Excellence in Journalism to the Shinano Mainichi Shimbun for its serial campaign, "Voices of the Soil: From the Site of 'National Policy-Private Management' Linear Project. The JCJ awarded the 2022 JCJ Award for outstanding journalism to the Shinano Mainichi Shimbun's "The Voice of the Soil: From the Site of the Linear Linear Project. The award ceremony was held in Tokyo, and Makoto Shimada, 48, Deputy General Manager of the News Department, received the award on behalf of the team.

The "Voices from the Ground" reportage covers the reality of the burden placed on local communities by the Linear Shinkansen project, which is expected to connect the three major metropolitan areas in just over an hour. While values and lifestyles are changing due to the spread of the new corona infection, we listened to the voices of people who live with their roots in the soil. The report also highlighted the problem of the dual nature of the project, in that it is a "national policy" project for which the government lends a large amount of money, while JR Tokai is in charge of construction and operation as a "privately-owned" project.

At the award ceremony, journalist Takao Saito, one of the selection committee members, praised the series for "daring to challenge a taboo subject" while the negative aspects of linear construction were not pursued. He said, "The article listened to the voices that had been silenced in the face of the national policy of public-private partnership, and focused on the 'soil' issues, such as the disposal of surplus soil. I sympathize with the stance that this is the role of local newspapers.

The linear project between Shinagawa, Tokyo, and Nagoya, which is scheduled to begin in 2015, is facing difficulties. Although it is generally accepted that this is because Shizuoka Prefecture, concerned about the impact on water resources, has not approved the construction, Mr. Shimada stated, "In fact, the more I cover the project, the more I feel that the delay in construction is an indication of the many problems with the project itself. He stated that he would continue to cover the project and clarify the light and dark sides of the plan.
