リニア中央新幹線“2027年の開業は遅れる”JR東海が認める
Linear Central Shinkansen 'delayed until after 2027', JR Tokai admits.

JR Tokai has admitted that the opening of the Linear Central Shinkansen line in 2027 will be delayed.

The construction of the Linear Central Shinkansen has been delayed due to the possibility that underground water from tunnel construction in the Shizuoka construction zone will flow into Yamanashi and Nagano prefectures, reducing the flow of the Oi River.

JR Tokai President Shin Kaneko said: "We have not been able to start construction of the Shizuoka section. The construction of this section is difficult and even if we start now, we will not be able to make up for the delay.

At the press conference, President Shin Kaneko said that the delay in the Shizuoka section had affected the whole project.

On 9 March, JR Tokai admitted for the first time that the opening of the line in 2027 would be delayed.

The huge project, which will connect Shinagawa and Nagoya in about 40 minutes over a distance of 286 km, has been forced to change its plans due to a lack of agreement with Shizuoka Prefecture.

JR Tokai president Kaneko comments on the opening date of the maglev line

When asked about the Linear Central Shinkansen timetable at a regular press conference on 9 September, JR Tokai President Shin Kaneko clarified the direction in which the timetable will be decided". He said: "We will consider the timetable when the opening date of the line is a little closer, taking into account the economic situation and the volume of traffic on the Tokaido Shinkansen.

At present, the Tokaido Shinkansen's "Nozomi" trains are responsible for high-speed services between Tokyo and Osaka, but when the Linear Line opens, the Tokaido Shinkansen will have more room in its timetable, and the convenience of the line is expected to be improved with additional "Hikari" trains stopping at intermediate stations. The schedule of the Linear Line is also attracting attention, including the number of daily stops at Gifu Station (Nakatsugawa City).

President Kaneko stated that "we are able to operate the Linear and Tokaido Shinkansen lines in an integrated manner" and that "we will carefully consider what kind of division of roles is best for all users and determine the timetable".

However, construction of the Shizuoka section of the South Alps Tunnel has not yet begun, and the year 2027, when the Linear Line is due to open, is in a hopeless situation. President Kaneko reiterated: "Even if we start (construction) now, we cannot make up for the delay (in the construction period). When asked by a reporter to confirm the opening date, President Kaneko replied: "I have said many times that there will be a delay.

JR Tokai's new president, Shunsuke Niwa, has told a press conference that he will "do our utmost to open the Linear Central Bullet Train as soon as possible" and that he will focus on efforts to gain the understanding of local authorities and communities along the line.

Mr Niwa, who became the new president of JR Tokai on 1 January, held a press conference in Tokyo on 6 June.

He said that construction of the Shizuoka section of the Linear Central Shinkansen had not yet begun and that it would be difficult to open the line in 2027, so he could not give an opening date. We will do our best to open the project as soon as possible," he said.

He added: "We will communicate with both local communities and work to address their concerns and fears", indicating that he would focus on efforts to gain the understanding of local authorities and communities along the route.

On the other hand, in terms of future management and human resource development, he said: "We have been thinking about how to ensure profits amidst the damage to our business caused by the Corona disaster, and we have come up with ideas that we have never had before. We want to create an environment where discussions can take place across departmental boundaries and create a corporate culture of free and vigorous debate.
