[JP] Oi River Water-Impact Compensation Pact

Shizuoka–JR Tokai Sign Oi River Water-Impact Compensation Pact; Focus Shifts to 12 Remaining Issues

Shizuoka Prefecture and JR Tokai signed a confirmation document on January 24, 2026 covering compensation if maglev construction in the Shizuoka segment affects Oi River water resources. The signing took place with MLIT present, and leaders from eight cities and two towns in the river basin attended.

Key provisions in the document:
  • No preset limits on the claim deadline or the compensation coverage period
  • No requirement for the prefecture or basin municipalities to prove causality if impacts occur
  • A framework for MLIT involvement and ongoing monitoring of construction impacts and the implementation status of countermeasures
Water-resource discussions in the prefecture’s expert panel concluded in June 2025, and basin communities had sought a written arrangement with national-government involvement. With the compensation framework now formalized, attention shifts to Shizuoka’s remaining 12 “dialogue items” that must be addressed before construction approval—such as tunnel excavated-soil disposal and biodiversity measures.
