A tunnel cave-in occurred at a magnetic levitation train line construction site in the central Japan city of Nakatsugawa, Gifu Prefecture, on Wednesday, killing a worker there and injuring another, according to local police and other authorities.

One man injured, his ribs broken, when a piece of concrete fell off during the construction of a linear line bullet train in Kasugai, Aichi Prefecture.

According to JR Tokai, at around 4:40 p.m. on the afternoon of the 1st, a piece of concrete fell from a height of about 7.4 meters and hit a male worker in his 40s near his right shoulder while he was working to widen the tunnel.

At around 4:30 p.m. on the afternoon of the 1st, concrete that had been sprayed after blasting work in the Nishio construction area of the Linear Central Shinkansen tunnel in Kasugai City, Aichi Prefecture, peeled off and fell about seven meters down. JR Tokai Reports Verification Results of Linear Construction Accident in Toyooka, Denies Voluntary Disclosure, Fails to Close Gap with Nagano Prefecture

 JR Tokai announced on March 28 that it had issued a report on the accident that injured two workers at the Sakashima construction section of the Ina Mountain Tunnel of the Linear Central Shinkansen Line in Toyooka Village, Shimoina County, on August 8.  The accident occurred in the afternoon of the same day that JR temporarily suspended construction work in the prefecture, reaffirmed accident prevention measures, and resumed work in response to a request from Nagano Prefecture, which took a serious view of the accident that occurred on January 1 at the Nishio construction section in Kasugai, Aichi Prefecture. JCI Issues Guideline for Tunnel Face Safety Measures

The Safety Committee of the Japan Construction Industry Federation (JCIF) has compiled "Guidelines for Safety Measures in Tunnel Face Entry Work".

The guidelines were compiled with the cooperation of the Japan Tunnel Specialty Contractors Association in response to concerns about safety measures at the face of tunnels, such as the fatal accident at a tunnel face fall on the Linear Central Shinkansen Line. The guidelines identify work that cannot be avoided by entering the face of a tunnel and clarify safety measures to be taken when performing such work.

 The Ministry of Health, Labor, and Welfare (MHLW) guidelines prohibit entry into the face of a cut in principle to prevent occupational accidents due to skin fall-off, but allow entry when "truly necessary.

 The guidelines for safety measures this time examine (1) the identification of work that cannot be performed without access to the face, (2) measures to be taken when allowing workers to enter the specified work, and (3) requests to the relevant administrative agencies and clients.

 Work requiring access to the face was specifically identified for each process, such as drilling, charging, blasting, shearing, spraying, and erection of steel supports. The area of the face was defined as 45 degrees vertically from the top of the face.
