Shizuoka Prefecture held the first meeting of its monitoring panel at the prefectural government office on July 29 to oversee JR Central’s measures and the impacts of construction after work begins in the Shizuoka section of the Chuo Shinkansen maglev project.
The panel, formally the Central Shinkansen Subcommittee of the Environmental Impact Assessment Review Board, consists of eight members. Yuichiro Koizumi, president of Shizuoka Sangyo University, was selected as chair.
The panel was established on July 18, the same day Shizuoka Prefecture and JR Central signed the natural-environment conservation agreement required before construction can begin in the Shizuoka section. It will work with the monitoring conference of the Ministry of Land, Infrastructure, Transport and Tourism, evaluate and verify JR Central’s environmental conservation measures and reports in the event of abnormal situations, and monitor whether the company’s measures are being implemented properly.
At the first meeting, members confirmed future agenda items, JR Central’s planned conservation measures, and the outline of high-speed long-distance advance boring surveys, which involve drilling holes with diameters of more than 10 centimeters.
On-site inspections of Chuo Shinkansen construction areas are also being considered. The results of the panel’s evaluations and verifications will be shared as needed with municipalities in the Oi River basin, water users, and other regional stakeholders.
The panel is expected to meet three to four times a year. If unexpected situations occur during tunnel excavation or related work, meetings will be held as needed. After the meeting, Koizumi said: “[Translated quote] We want to carefully check the work so that the environmental impacts people are concerned about do not occur.”
