Iida City Compiles New Town Planning Policy Plan for the Opening of the Linear Railway

Feb. 21, 06:45

In Nagano Prefecture, the only station in the prefecture is scheduled to be built in Iida City, as part of JR Tokai's plan to open the Central Linear Shinkansen Line between Shinagawa and Nagoya.

In response to this, Iida City has put together a new urban development policy plan in order to utilize the effects of the opening of the linear line for regional development.

According to the plan, the city will develop the Kamigo-Iinuma area, where the linear station will be built, as a transportation hub and use its convenience to attract new faculties of Shinshu University and research and development companies. The city center, where JR Iida Station is located, will be turned into an area where administrative and cultural facilities will be gathered. Furthermore, the construction of an arena near the linear station will be considered as a base for sports activities.

The proposed policy is expected to be reviewed together with the proposed policies of other municipalities in the Minami Shinshu Regional Alliance.

[JP] Lida City Maglev Station

Unread post by Miss Maglev »

Construction of a new Linear Central Shinkansen station (tentative name, total length 950 meters) to be built in Iinuma and Zakouji in Kamigo, Iida City, will begin in fall 2022.

JR Tokai will hold a briefing session on the outline of the project in the local Kamigo area on March 9. JR Tokai plans to present the overall outline of the station section, as well as the outline of the Doso River bridge and the Ryusei Consolidation Canal replacement project, which are being studied ahead of the station section.

The environmental preservation plan will be announced around July. The construction contract was signed with Shimizu Corporation (Tokyo) last year. The target completion date is the end of March 2026.

The eastern end of the construction area is in the Zakouji district, and will be connected to the platform across the Tsuchisogawa River and National Route 153 by an elevated bridge and a bridge. The viaduct section is approximately 510 meters long, the bridge section approximately 120 meters long, and the earth structure section approximately 3 meters long. 20 meters.

All station sections will be covered with a square hood. The structure in the center of the station near the space for elevated use is 40 meters wide and 19 meters high. The hood on the side of the sub-main line that stops at the prefectural station is being considered as a structure that can be seen from the outside.

On the eastern part of the station on the Zakouji side, the structure of the bridge over the Tsuchisogawa River is 36 meters wide and 24 meters high. In the western part of the station, from the prefectural road from the Ichiba Sakura-machi line to the JR Iida line, the ground level rises toward the Iida line, and a structure is planned on the ground surface.

On the other hand, the excavation of the Kamigo section (3.3 km) of the 5.6 km Kazetsuzan Tunnel to the west of the linear prefectural station has not yet been started. JR plans to use the shield method, which has less impact on groundwater.

The excavated soil will be carried out by conveyor belts in the "work tunnel" that connects the main line and the area near the Tsuchisogawa River. The work tunnel is 350 meters long. The maximum soil cover is approximately 70 meters, with a width of 5.5 meters and a height of 4.5 meters. To install the work tunnel, the tunnel will be excavated from the construction yard near the Doso River and connected to the launch shaft, which will be the starting point for excavation of the main tunnel. The tunnel will eventually be backfilled.

It is expected to take about two years from the time the shield machine is ordered, and excavation work using the shield method will not begin until after the shield machine is fabricated.

[JP] Lida City Maglev Station and Plaza Design

Unread post by latestnews »

On May 16, the city of Iida City posted an online report on the status of the project to develop the area surrounding the Linear Central Shinkansen station in Nagano Prefecture (Zakouji, Kamigo Iinuma, Iida City). This is the second report following the one on May 28, aiming to draw people's attention to the project after the opening of the Linear Line and its development plan. A meeting to exchange opinions is scheduled for September.

In addition to Mayor Ken Sato, architect Atsushi Kitagawahara, who is involved in the design of the "Plaza of Unity," and others participated in the briefing session.

The report also presented a plan to realize a "zero carbon city" with zero carbon dioxide emissions by 2030. Mr. Kitagawara also presented his vision for the realization of a "Zero Carbon City" with zero carbon dioxide emissions by 2030.

Mr. Kitagawara would like to incorporate citizens' ideas into the attractive communicative function planned for the area around the regulating pond on the south side of the station, saying, "In creating a landscape, I would like to emphasize the environment and effectively use surplus soil to create undulations and hills. We would like to develop the design while exchanging opinions with citizens," he said.

Mayor Sato mentioned the cost of the station area development project. He said, "I think people are curious about the actual cost of the project. He added, "We will control the cost of the project so that it does not grow rapidly," while taking into account variable factors such as the soaring cost of living.

According to the basic design, the initial construction cost of the station area will be 9.1 billion yen, of which 4.25 billion yen will be for compensation for land and property, and 0.7 billion yen for commissioning. Of the 9.1 billion yen, 4.25 billion yen is for site property compensation, 740 million yen for commissioning, and 4.11 billion yen for construction. The construction cost is 4.11 billion yen. The city will use government subsidies and other funds to finance the project, and the actual cost to the city will be 3.94 billion yen.

The briefing session was streamed live via the video-sharing website "You Tube.

The city plans to implement the plan based on the debriefing and the exchange of opinions, and the implementation design regarding civil engineering work is scheduled to be announced in September.

Iida City Announces Outline of Linear Central Shinkansen Station Area Development Plan

Iida City, the only city in the prefecture to have a station for the Linear Central Shinkansen Line, announced on December 4 the outline of its plan to develop the area around the station, aiming to make it a transportation hub and a place for exchanges.

The Linear Central Shinkansen Line, which JR Tokai is constructing to connect Shinagawa and Nagoya, will have its only station in Iida Prefecture in the Kamigo Iinuma area of Iida City, and a groundbreaking ceremony will be held on the 22nd of this month.

On the 4th, Mayor Ken Sato and Professor Emeritus Atsushi Kitagawahara of Tokyo University of the Arts, who is supervising the design, participated in an online presentation on the outline of the development of the approximately 6.5 hectares of land around the station that is being planned.
According to the model, a parking lot with a capacity of 500 cars will be built to facilitate access to and from the city and surrounding areas via the Linear Central Shinkansen Line, and a traffic plaza with a dedicated space for car rental and car sharing will be constructed.
In addition, a plaza for events will be built, and the passageway connecting the station and the plaza will have a roof made of wood and designed with a sense of design.

The city expects to spend approximately 9.1 billion yen for the construction, which is scheduled to begin within the next fiscal year.

Mayor Sato said, "I used a model to explain the project, so I think people can get a clearer picture of what it will look like. We want to create an attractive space as it will be the gateway to the community.

The construction of the Linear Central Shinkansen Line project, which JR Tokai aims to open between Shinagawa, Tokyo, and Nagoya, began on December 22 at Nagano Prefectural Station (tentative name, Iida City). At the groundbreaking ceremony, Governor Morikazu Abe considered the opening of the linear line as "a long-cherished wish of the Minami-Shinshu region, which is far from the Tokyo metropolitan area," and wished that the construction would proceed safely and promptly. Iida City Mayor Ken Sato also stressed the city's willingness to cooperate as a local government.

While welcoming the project, Governor Abe also mentioned the people who will be forced to relocate, the need to secure a place to store leftover soil, the passage of construction vehicles, future noise pollution, and other issues. Mayor Sato also requested that JR Tokai "continue to respond to the many voices of the local residents.

Mayor Sato expressed his expectations for the effects of the linear line opening, but also thanked the landowners and local communities for their understanding and cooperation, saying, "We have been able to reach this day. As a local government, he renewed his determination, saying, "We will repay the landowners and local communities for their cooperation by making a firm commitment to urban development in the Linear Era.

After the groundbreaking ceremony, Mayor Sato, JR Tokai President Shin Kaneko, and Shimizu Corporation President Kazuyuki Inoue spoke to the press. The station will have two platforms and four tracks, and the platform section will be an elevated station with a maximum width of approximately 40 meters and height of approximately 20 meters. President Inoue stated, "The construction work will be 950 meters long, and a considerable number of construction vehicles are expected to enter and leave the station." He added, "We will devise ways to minimize the impact on the local community and proceed with the work with safety first.

The civil engineering work is scheduled to be completed by the end of March 2026. Regarding the opening date, Mr. Kaneko said, "We have not started construction on the Shizuoka section of the Minami-Alps Tunnel, so we cannot say when the tunnel will open until construction on that section is completed.

[JP] Lida City and Maglev Station Implementation impact

Unread post by latestnews »

The linear train will connect Shinagawa and Nagoya in about 40 minutes at the fastest. It is expected that the linear train will connect Shinagawa and Iida in about 46 minutes and Iida and Nagoya in about 24 minutes, even if it stops at every station. The time required between Iida and Tokyo or Nagoya will be reduced dramatically. In addition to an increase in the number of people who visit Iida for tourism and business purposes, it is also expected to bring an influx of people to Iida City, which is surrounded by nature, and to increase the location of industries. The city expects that access time to Chubu International Airport and Haneda Airport will be shortened through the linear route, which will increase traffic to and from overseas.

When the groundbreaking ceremony for the Linear Southern Alps Tunnel was held in Oshika Village near Iida City on November 1, 2016, one could hear people all over the city expressing their hopes for the Linear project. Six years have passed since then, however, and the face of the city seems to have changed somewhat.

On December 22, 2022, a groundbreaking ceremony was held for a tentatively named Linear Nagano Station at the planned construction site in Iida City. Many construction workers visited the city, and restaurants were busy until late at night. The civil engineering work will be completed by the end of March 2026. The economic effects of the construction work are also expected.

The linear route in Iida City intersects with the JR Iida Line, and Nagano Station will be built at its western end, almost touching the JR Iida Line. The nearest station is Moto Zenkoji Station, which is about 1 km away from the new Nagano Station. In order to facilitate connections with the Linear Line, the city initially had a plan to build a new station on the Iida Line, at local expense, that could be used to transfer to the new Nagano Station.

However, the idea of a new station disappeared in the October 2020 mayoral election when Ken Sato, who pledged not to build a new transfer station, won the election over the incumbent mayor, who was in favor of the idea. The reason for this was that few people would use the new station, despite the financial burden it would impose. It was thought that some local residents still wanted a new transfer station, but Mayor Sato said, "I hardly hear anything about a new station now. I think many people understand the situation," he said. This statement is based on the fact that he was elected by a large margin over the incumbent, who had pledged to install a new transfer station.

Instead of a new transfer station, Mayor Sato is considering a new transportation system that would connect the new linear train station with the former Zenkoji temple. Various means are being considered, including automated shuttle buses. Right now we are in the stage of considering what kind of system is possible," he said. We would like to build a network that makes good use of various technologies," he said.

The fact that the opening date of the Maglev line has not been decided also casts a shadow over another major issue. Approximately 190 households will be forced to relocate due to the acquisition of land for the station and surrounding plaza. Some households have already decided to relocate, but others are refusing to move because they have not been able to reach an agreement on the amount of compensation and other issues. Mayor Sato said, "There is a feeling among residents that why should they move now when the opening of the new station is likely to be delayed? The people who have already decided to move out of their homes must feel ashamed to say that they could have continued to live in the area for a little longer.

Iida City is probably not the only case where delays in construction have had a negative impact on the urban development plans of municipalities along the Linear Line and the sentiments of local residents.

Iida City: Linear Central Shinkansen "Kazetsuzan Tunnel Kamigo Section" Briefing

On the evening of 17 March, JR Tokai held a briefing at the Kamigo Community Centre on the Kamigo section of the Kazetsuzan Tunnel (approx. 3.3 km) to be built west of the Linear Station. The plan is to use the shield tunnelling method, which has less impact on groundwater, and the outline of the construction method and the results of a geological survey were presented, as well as vibration and noise reduction measures for the shield machine, a 14-metre diameter excavator.

The briefing was closed to the public. According to those present, there was some concern about the impact of the Shield Machine excavation.

At the briefing, the route of the mainline tunnel and the ground cover at each point were again presented. The history of the study to switch from the "Natom" method, which involves spraying concrete onto the inner walls of the tunnel as the excavator digs, to the shield driving method was also presented. The ground cover is 15 to 105 metres.

JR plans to carry out the construction in such a way as not to interfere with the use of the land above ground through thorough construction management, and will measure changes in ground level, take measures against vibration and noise, provide consultation, and survey houses.

A preliminary house survey will be carried out on buildings and other structures within approximately 40 metres of the edge of the shield tunnel for those who wish to have their houses inspected.

According to JR's public relations department, if the tunnel is less than 5 metres above the edge, JR will acquire the land, and if the tunnel is between 5 metres and 30 metres above the edge, JR will establish a separate surface right for the land. The company intends to use the land free of charge.

For the shield tunnel construction, a launch pit will be constructed and the shield machines will be assembled using a large 22 metre high crane and other equipment. After assembly, a soundproof house will be installed to prepare for the excavation of the main tunnel.

The shield machine has an outside diameter of 14 metres, a length of 15 metres and a total weight of 3,000 tonnes. The shield machines manufactured at the factory will be divided into pieces large enough to be transported by land and brought in by trailer or truck.

It is planned that the shield machines will be assembled around FY2025. Shield tunnelling is expected to commence in or after FY25.

Construction of the Kamigo construction area will begin in conjunction with the start of construction of the station section, with construction of the work tunnel and launch pad construction yard to begin in advance.

The information meeting for residents in the Kamigo area will be held on 11 April.

Linear Kazetsuzan Tunnel Kamigo Section and Main Tunnel Detailed route and depth presented by JR Tokai at a local briefing.

On the evening of 17 March, JR Tokai held a briefing on the main tunnel of the Kamigo section of the Kazetsuzan Tunnel (3.3 km) in Iida City at the local Kamigo Community Centre. The route and depth of the tunnel was shown on a detailed map for the first time, as JR plans to dig from the west side of the station in the prefecture under residential areas such as Kamigo Kuroda in Iida City. As a countermeasure to the impact of the construction work, a preliminary house survey will be conducted for those who wish to participate, and land and building owners directly above the route will be informed individually.

JR will acquire land or establish partial surface rights where the tunnel depth is less than 30 metres.

Automatic buses to be introduced at new Iida City linear station, others to be considered

A joint plenary meeting was held for the first time in Iida City, Nagano Prefecture, on 16 January, where neighbouring municipalities and others exchanged views on the development of the area around the new station, which will serve as an intermediate station on the Linear Central Shinkansen Line connecting Shinagawa (Tokyo) and Nagoya. Around 90 people attended, including transport operators and prefectural government officials. Each sub-committee will sort out the issues to be addressed and a development plan will be drawn up by the end of 2025.

A new linear station will be built by JR Tokai through the Zakouji and Kamigo Iinuma areas of Iida City. The city will also construct a station square and a parking lot for 500 vehicles in a 6.5-hectare area around the station.

To capitalise on the impact of the opening of the line on regional development, the city and others have set up two study councils on transport access and station areas. Subcommittees have been set up under each of these to discuss issues such as automated driving, tourist information and immigration promotion, and what kind of services should be provided.

At the meeting on the day of the meeting, it was reported that a policy to consider the introduction of a small bus with automatic driving technology as a "secondary transport" connecting the new station with the "S-Bird" industrial promotion base in Iida City and the former Zenkoji station on the JR Iida Line was discussed.

Osamu Takada, Deputy Mayor of Iida City, who chaired the plenary session, said: 'In order to spread the effects of the line throughout the region, we would like to promote the exchange of information between the parties concerned and make efforts in the same direction.

JR Tokai has been aiming to open the Shinagawa-Nagoya section of the Linear Line in 27 years, but Shizuoka Prefecture has refused to start construction on the Shizuoka section, citing water problems in the Oi River and other issues, making the opening date uncertain. (

Lida City Maglev Station to be linked to self-driving cars?

In Iida City, Nagano Prefecture, construction of the Nagano Station for the Linear Central Shinkansen Line will begin in earnest in 2024. The station is designed to be connected to cars, and in anticipation of the spread of self-driving cars, construction of the front of the station and a road connecting it to the expressway are expected to proceed. The linear route is similar to the concept of the Chuo Expressway, which was proposed 67 years ago, and it may be inevitable that the new station will promote the connection with cars.

The new station will be located on the outskirts of Iida City, less than a 20-minute walk from Motozenkoji Station on the JR Iida Line.

[JP] Lida City Maglev Station: Significant delays

JR Tokai: Prefectural Stations for Chuo Shinkansen Linear Central Bullet Train Completed Significant delays expected

It has been learned that JR Tokai has informed local officials that the completion of the prefectural stations on the planned Chuo Shinkansen bullet train line in Iida City is now expected to be delayed by five years and nine months from the original schedule.

The only station in the prefecture on the Chuo Shinkansen Linear Super Express is planned to be built in the Kamigo-Iinuma district of Iida City, with completion scheduled for March 2026.
According to local officials, JR Tokai announced at a meeting held on the 25th for residents living near the prefectural station that the completion of the station is now expected to be delayed by 5 years and 9 months from the original plan, to 2031.
The reason for the delay is that land acquisition procedures and surveys of buried cultural relics within the construction site are taking longer than expected.
JR Tokai says it will officially announce the specific construction schedule and other details at an information meeting scheduled for the end of next month.
Speaking to NHK on the 27th, Iida City Mayor Kenichi Sato said, "It is a great shame that the construction period will be extended by nearly six years, which will be a great burden to the local community.
He also indicated that the city would review the station area development plan it is currently promoting, saying, "I hope that a detailed schedule will be explained at next month's briefing so that we can consider the matter in more detail.
Regarding the Chuo Shinkansen, it is also expected that the construction of the two tunnels in Oshika village will be delayed by three to four years compared to the original plan.

[JP] Lida City Maglev Station: Delayed until December 2031

リニア新幹線の県内駅 主要な構造部の工期5年余遅れる見通し

Lida City Maglev Station: Delayed until December 2031

A public briefing was held in Iida City on July 23 regarding the delay in the opening of the Linear Chuo Shinkansen.

JR Central officially announced that the construction period for major structural components, such as the elevated bridge at the station within the prefecture, would be delayed by 5 years and 9 months from the original plan, extending the completion date to December 2031 instead of March 2026.

The delays are attributed to prolonged procedures for land acquisition and the investigation of buried cultural assets on the construction site. Despite this, the city plans to start operating some facilities, such as parking lots, even before the railway's completion. Local leader Minoru Hatano expressed disappointment over the nearly six-year delay, urging for the project's early completion.

JR Central's representative, Yoshinobu Sugiura, apologized for not meeting local expectations and expressed the company's commitment to addressing community concerns and completing the project as soon as possible.

[JP] Lida City and Maglev Station: Delay in the Construction

Unread post by latestnews »

Delay in the Construction of the Linear Chūō Shinkansen Project Expected

JR Central (JR東海) announced on the evening of November 25 that the construction of tunnels and bridges for the Linear Chūō Shinkansen in Iida City will face delays compared to the initial schedule. At a residents' briefing held in Iida, attended by about 30 local residents, the company revealed that the excavation work for the "Kazagoshiyama Tunnel" in Iida would be delayed, making it uncertain whether the completion of the Kamigō area, originally scheduled for the end of August 2026, would meet its target. This delay is attributed to slower land acquisition processes and prolonged investigations into buried cultural assets. Preparatory work for the tunnel excavation, initially scheduled to begin earlier, will now start about 1.5 years later than planned.

Additionally, the completion of the bridge over the Tenryu River will be delayed by about three years, now expected by March 2029. This delay is due to slower negotiations with local communities and a shortage of workers. JR Central’s department head, Suginara Yoshinobu, expressed a commitment to completing the project as quickly as possible to improve regional convenience and contribute to revitalizing the area. Despite these setbacks, the company remains focused on delivering the Linear Chūō Shinkansen for enhanced connectivity and regional development.
