Kofu City Station debate


On October 7, Kofu City announced that it will publicly solicit ideas from the private sector for the development of the linear central bullet train station scheduled to be built in Otsu-cho, Kofu City, covering an area (approximately 10.5 hectares) at the south entrance of the station. The city hopes to finalize a specific policy by next summer, taking advantage of ideas from the private sector.

 The prefectural government is in charge of the development plan for the area at the north exit of the new station, but the south exit, which mainly involves Kofu City, has been left untouched. According to the directional plan presented by the city, the south exit area will be used for social experiments in cutting-edge technology, with a focus on the development of new industries, including the livelihood and business activities of residents using hydrogen energy, which is being researched and developed in the prefecture.

 The city will begin soliciting proposals from business operators on December 12 for specific studies and designs for the area in order to solidify the direction of the project.

 Mayor Yuichi Higuchi said, "The linear train station will bring important changes to future urban development. We would like to decide on a town development policy based on proposals from the private sector, together with the prefectural government, experts, and local residents," he said.

 Although the opening of the linear station in 2027 is in jeopardy, the city plans to proceed with urban development according to the scheduled schedule.

With Japan having a smaller population in the future, building another station which slows the SC maglev needs a rethink.

Town development study meeting around the new station of the Linear Central Shinkansen Line, Kofu


On October 4, a study committee was held in Kofu City to consider town development around the new station of the Linear Central Line. The committee expressed the opinion that development should be carried out in stages while watching the social situation in anticipation of the opening of the line.

The committee was established by the city in January this year to consider urban development around the new station of the Linear Central Shinkansen scheduled to be constructed in Otsu-cho, Kofu City.

First, a city official explained that the four target users of the new station are expected to be local residents, immigrants, business people, and foreign tourists. He then presented a list of proposed facilities that would be needed in the vicinity of the station, including facilities for interaction with local residents, childcare support facilities, satellite offices, and retail facilities for tourists.

In response, the committee members suggested that the development of the area should be done in stages while keeping an eye on social conditions, and that the area should be used to attract research and development institutions and university research departments, which will serve as the nucleus for attracting companies.

Based on the opinions of the committee members, Kofu City plans to formulate a basic plan for the development of the area in front of the station in cooperation with private companies.

The Kofu City Council approved a supplementary budget on December 18, 2024, which includes funds for surveying work around the new Linear Chuo Shinkansen station planned for construction in Kofu City. The budget, totaling over 3.6 billion yen, allows for the development of the station's southern area to begin after the New Year.

The survey work will cover 1.9 hectares of the 11.5-hectare area south of the new station, focusing on areas for roads and a transportation hub plaza. City officials will explain the plans to local landowners.

The station area development is divided between the prefecture (north side) and Kofu City (south side). In November 2023, Kofu City outlined a basic plan for town development centered around the station, emphasizing sustainable urban design utilizing hydrogen energy and promoting private sector involvement to create a vibrant community.

A city committee of experts has suggested facilities for teleworking and community interaction spaces, anticipating an increase in dual-residence lifestyles due to improved connectivity with Tokyo.

Challenges ahead include developing secondary transportation networks to connect the station with other parts of the prefecture and coordinating with the prefecture and private businesses developing the north side.

Professor Shinichi Muto of the University of Yamanashi Graduate School, an expert in transportation planning, emphasizes the need for a unified vision in developing both sides of the station. He stresses the importance of thoughtful access planning to JR Kofu Station and Mount Fuji, suggesting that the station area should be designed to be enjoyable even during transfer waiting times.

Yamanashi Linear Shinkansen Station to Begin Construction in 2025: Kofu Mayor Aims for Global Attention

At a New Year's press conference on January 6, Kofu Mayor Yuichi Higuchi announced that construction of the Yamanashi Linear Chuo Shinkansen Station (tentative name) will commence in 2025. He emphasized that this marks the beginning of full-scale urban development around the station, with detailed plans expected to be unveiled within the 2025 fiscal year. Higuchi expressed his ambition to create a globally recognized city, incorporating innovations such as hydrogen energy utilization.

JR Central plans to finalize the station building construction contract by the end of March and start construction within 2025. The station is scheduled for completion in 2031.

The city of Kofu is actively working on development strategies to maximize the impact of the new station, aiming to position itself as a forward-looking and internationally attractive urban hub.
