In 2002, 300,000 hectares of the Southern Alps region were registered as a biosphere reserve "eco park" by the United Nations Educational, Scientific and Cultural Organization (UNESCO). Eco parks are "models of symbiosis" between the rich natural environment and sustainable economic activities, and there are a total of ten in Japan. They are required to report on their current status to UNESCO once every ten years, and experts in Japan are currently drafting a report on the protection of flora and fauna and the state of development.
Unlike World Heritage sites, eco parks do not, in principle, deny artificial development. However, one of the experts who has been involved in the project since it was first registered as an eco-park pointed out that JR has neglected to provide careful explanations to local communities regarding the decrease in flow, environmental protection and disaster prevention. He said he plans to include in the report the current situation and reasons why the company has not been able to dispel the concerns of the cities and towns in the basin, citing the company name.
An expert panel set up by the Ministry of Land, Infrastructure, Transport and Tourism to break the stalemate met for the first time again. At the next meeting, the experts are expected to reach a consensus on the issue, adopting most of JR's arguments, but JR must continue to provide detailed explanations in a sincere manner.
