[JP] JR Tokai Seeks Opinions from Prefectural Citizens

JR Tokai, the company that is constructing the Linear Central Maglev Shinkansen Line, has begun soliciting opinions from prefectural residents to be used in discussions with the prefecture.

Shizuoka Prefecture has refused to allow JR Tokai to start construction of the Linear Central Shinkansen line in the prefecture, citing concerns that the tunnel construction will reduce the amount of water in the Oi River and have an impact on the environment.
However, the prefecture has expressed its willingness to continue discussions at the prefectural expert committee and the national expert committee on the premise that construction will proceed along the current route, such as by applying to join the "Association for the Promotion of the Linear Central Shinkansen Construction Project" formed by local governments along the line.

Against this backdrop, JR Tokai began soliciting opinions from prefectural residents on the construction of the Linear Central Shinkansen Line on March 13.

The opinions are being solicited via e-mail from JR Tokai's official website and by telephone to the Shizuoka Construction Office.

In conjunction with the solicitation, a booklet was also prepared that summarized the interim report of the national expert panel that discussed the impact of the Oigawa River on water resources, as well as the details of the discussions with the prefecture, including JR's proposal to restrict water intake at the upstream Tashiro Dam to return the Oigawa River water to the "full volume" that the prefecture is seeking. The booklet will be distributed at 11 stations in the basin municipalities.

JR Tokai Receives Opinions on Shizuoka Construction Area

R Tokai has begun soliciting the opinions of citizens regarding water resource measures for the Oigawa River, which is a concern for the Shizuoka section of the Linear Central Shinkansen Line. It is unusual for JR Tokai to directly listen to the opinions of the public regarding a specific project. With the construction of the project still in limbo, it is believed that this is an attempt to bring a breakthrough to the situation.

 At the prefectural experts' meeting held in April, JR Tokai presented two proposals for returning the same amount of water to the Oigawa River as the tunnel construction would cause to flow out of the prefecture: Proposal A, which would pump up the tunnel water on the Yamanashi Prefecture side, and Proposal B, which would maintain the flow rate by reducing the amount of water taken from the Tashiro Dam, which takes in water from the Oigawa River. Governor Heita Kawakatsu, who is demanding that all spring water be returned during the construction period, is cautious, stating that "this does not constitute a total return" (Governor Kawakatsu).

 JR Tokai has placed flyers soliciting opinions at Shizuoka, Yaizu, and Kakegawa stations. In addition to the necessity of the linear project, the flier also states that JR Tokai is "aware of the concerns of the local community and will work earnestly to dispel any concerns" about the construction of the South Alps Tunnel.

China has driven a tunnel beneath the sea with a greater inflow than Japan so it may be an idea to ask them how they did it.
